C. Selection of the Successful Bidders
:
a) Conclusion of contract by negotiation (technical proposal (90%) and price quotation (10%)).
b) The Company with a high overall score has priority of negotiation.
c) Bidders that receive less than 85 out of 100 points at the technical proposal evaluation shall be disqualified from negotiations.
d) Bidders must submit a price below the budget(Where the expected maximum price is prepared, the expected maximum price;) limit, and if it exceeds this, the bidders shall be disqualified from negotiations.
e) Conclusion of contract by negotiation.

b) Anyone whose qualifications to participate in the bidding are restricted by an international organization or a foreign government, or who have been declared ineligible for a contract, or those who have been sanctioned for the same, cannot participate in the bidding.
c) According to domestic and foreign laws and regulations, a person convicted of a bribery-related crime cannot participate in the bidding.

I. Joint Contract (Contract for joint performance or Contract for divided performance is allowed)
a) Joint Venture with limited numbers (5) is allowed.
b) (joint performance) The share ratio of each participating company must be more than 10%.
c) (joint performance) Each member shall meet Qualification of Bidders.
d) (divided performance) Joint venture must be eligible to participate.
e) (divided performance) Each member shall have at least one PPS service code.
f) (divided performance) A business department table containing the details of each member’s work and the proportion of work shall be submitted.
g) (SW) Where the proportion of the project amount subcontracted by the bidder to the total software project amount is more than 10%, the subcontractor shall participate as a joint
