School Education & Literacy Department (SE&LD), Government of Sindh (hereinafter called “Borrower”) financing from the World Bank toward the cost of the SELECT Project and intends to apply part of the proceeds toward payments under the contract for the Procurement of Printing & Supply of IEC Materials at 384 Schools under SELECT.

  1. The Project Director, Project Implementation Unit (PMIU) (SELECT) School Education & Literacy Department (SE&LD), Government of Sindh now invites sealed Bids from the eligible Bidders for the Procurement of Printing & Supply of IEC Materials at 384 Schools under SELECT. And the project delivery timeframe is set for at Two (02) Months . No margin of preference will be permitted.
  2. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [Revised September 2023] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bidding procedure used is Single Stage One-Envelope.
  3. Interested eligible Bidders may obtain further information from Project Implementation Unit (PMIU) SELECT, Reform Support Unit (RSU), School Education & Literacy Department (SE&LD), Government of Sindh at the following email address and inspect the bidding document during office hours from 0900 to 1700 hours at the address given below.
  4. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 5,000/. The method of payment will be pay order in the name of project title “Sindh Early Learning Enhancement through Classroom Transformation”.
  5. Bids must be delivered to the address below on or before May 13th 2026 at 2:00 pm. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on May 13th 2026 at 2:00 pm.
  6. All Bids must be accompanied by Bid Amount for PKR 785,000 in shape of Bank Guarantee or issued from a scheduled bank of Pakistan, CDR or Pay order in favor of “Sindh Early Learning Enhancement Through Classroom Transformation”. Bids shall be valid for a period of 90 days after bid opening as mentioned in the Bidding documents.
