PROVISION OF INDIVIDUAL CONSULTANCY SERVICES FOR DAM DESIGN ENGINEER
(CHAIR OF THE DAM SAFETY PANEL OF EXPERTS)
- This Request for Expressions of Interest follows the General Procurement Notice for the Project which was published in United Nations Development Business (UNDB) Issue No. WB2651-05/13 on May 2023.
- The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Tanzania Intermodal and Rail Development Project (TIRP-2) and intends to apply part of the proceeds for consulting services. The Project aims to improve safety, climate resilience, and operational efficiency of the railway along the Dar es Salaam–Isaka corridor. Component B focuses on strengthening climate resilience through flood management interventions in the Kinyasungwe Sub-Catchment, including dam rehabilitation and development.
- The consultant to be engaged (a highly qualified Dam Design Engineer) shall serve as a Chair of the Dam Safety Panel of Experts (PoE), providing independent, high level technical guidance on all dam-related aspects of the Project.
- The National Irrigation Commission on behalf of Government of Tanzania, now invites eligible individual consultants to express their interests to work as Dam Design Engineer. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services.
- SCOPE OF SERVICES
The Dam Design Engineer shall serve as Chair of the Panel of Experts and shall provide independent technical leadership on dam safety and engineering matters. The Consultant shall be accountable for the engineering judgment underpinning the Panel’s advice and shall ensure integration of multidisciplinary inputs into coherent, technically sound recommendations aligned with Good International Industry Practice (GIIP).
The key responsibilities shall include, but not be limited to:
i. Reviewing and assessing dam related studies, including feasibility studies, flood modelling outputs, detailed designs, and construction methodologies;
ii. Providing expert advice on dam safety, structural integrity, and risk classification of dam infrastructure;
iii. Advising on design, rehabilitation, and operation of dams and associated hydraulic structures, including cascade system considerations within the catchment;
iv. Reviewing procurement and contract documents to ensure incorporation of appropriate dam safety requirements;
v. Leading Panel missions and overseeing preparation of mission reports, including findings, risks, and recommendations;
vi. Advising on construction supervision arrangements, quality assurance, and dam safety compliance throughout the Project lifecycle.
6. QUALIFICATION AND EXPERIENCE REQUIREMENTS
6.1 Qualifications
The Dam Design Engineer shall meet the following minimum qualifications:
i. Master’s degree (or higher) in Civil Engineering, Hydraulic Engineering, or related field;
ii. Professional registration with a recognized engineering body;
iii. Demonstrated expertise in dam engineering and dam safety;
iv. Familiarity with World Bank Environmental and Social Framework (ESS4) and GIIP;
v. Excellent analytical and report writing skills in English.
6.2 Experience
The Consultant shall have:
i. At least twenty (20) years of relevant professional experience in dam engineering;
ii. Participation in at least two (2) Dam Safety Panels of Experts or equivalent assignments;
iii. Experience in at least five (5) dam related technical studies or projects;
iv. Experience in supervision or technical oversight of dam projects;
v. Experience working with government agencies and international financing institutions, preferably including the World Bank.
7 DELIVERABLES
The Dam Design Engineer shall provide, among others, the following outputs:
i. Panel of Experts Review Reports;
ii. Technical Advisory Notes on dam design and safety;
iii. Mission Reports documenting findings, risks, and recommendations;
iv. Dam Safety Review Reports;
v. Risk assessment inputs and engineering opinions;
vi. Final technical advisory reports supporting decision making.
8 EVALUATION CRITERIA FOR SHORTLISTING
The selection of the Individual Consultant shall be conducted in accordance with the provisions of the World Bank Procurement Regulations for IPF Borrowers (September 2025), using the Individual Consultant Selection method. The selection shall be based on a comparison of the qualifications and relevant experience of the applicants.
In this regard, the assessment of candidates will be guided by the following criteria:
8.1 General Qualifications
The Consultant shall possess appropriate academic qualifications and professional registration relevant to dam engineering.
8.2 Relevant Experience in Dam Design and Engineering
The Consultant shall demonstrate substantial experience in dam design, rehabilitation, and supervision of hydraulic structures.
8.3 Experience in Dam Safety Panels or Equivalent Assignments
The Consultant shall have experience in Dam Safety Panels of Experts or similar advisory roles.
8.4 Experience with World Bank or Other IFIs
Experience in internationally financed projects and familiarity with ESS4 and GIIP will be considered.
8.5 Shortlisting and Selection
Applicants will be evaluated based on the extent to which their qualifications and experience meet the above criteria. The National Irrigation Commission will shortlist the most suitable candidates and select the best-qualified individual in accordance with applicable procedures.

9 DURATION OF ASSIGNMENT
The assignment shall be carried out over a period of three (3) years.
10 REMUNERATION
The Consultant shall be engaged under a time-based contract and shall be remunerated based on agreed professional fees and actual days worked, in accordance with the contract.
11 COORDINATION ARRANGEMENTS
The Dam Design Engineer shall operate independently as part of the Panel of Experts and provide advisory services to the Client. Administrative coordination shall be facilitated by the Project Coordinator of the National Irrigation Commission.
12 CONFLICT OF INTEREST
The attention of interested Consultants is drawn to the World Bank Procurement Regulations for IPF Borrowers (September 2025), setting forth the World Bank’s policy on conflict of interest.

14 SUBMISSION REQUIREMENTS
Interested Individual Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Expression of Interest shall include:
i. Updated Curriculum Vitae (CV);
ii. Copies of academic and professional certificates;
iii. Evidence of professional registration;
iv. Details of similar assignments undertaken.
