This tender seeks to strengthen the capacity of regional actors in Peru concerning investment and sustainable economic development. In collaboration with GIZ as the Contracting Authority and the Ministry of Economy and Finance (MEF) of Peru, the project aims to enhance the practical knowledge of subnational government officials in managing investment projects. The core objective is to design and implement a comprehensive capacity-building strategy targeting regional stakeholders involved in investment project management across three selected regions within Peru. Furthermore, the initiative will establish platforms for dialogue to facilitate the exchange of best practices, ultimately improving investment project management with a focus on competitiveness, sustainability, and gender equality.

The scope of work is divided into two main work packages. Work Package 1 focuses on capacity building in public investment management for public officials overseeing the national public investment system and operators managing public investments in the designated regions. Key milestones include diagnosing existing capacities, designing and validating a capacity-building strategy, implementing this strategy, proposing improvements for sub-national investment project operators, and assessing their performance.

Work Package 2 involves organizing national and sub-national dialogue platforms centered on investment project management, incorporating elements of regional competitiveness, sustainability, and gender equality. This package includes systematizing good practices based on national and international experiences and developing a practical guide for enhancing investment project management.
