Ulaanbaatar is experiencing rapid growth in trade, logistics, and population. The development of the Hushigt Valley Logistic Hub aims to enhance connectivity and boost trade, supporting sustainable urbanization. This initiative is fully aligned with Mongolia's Vision 2050, the Ulaanbaatar City Master Plan 2040 (UBMP2040), and the Khushigt Valley Comprehensive Plan.
Strategically located at the crossroads of major infrastructure investments, the Hushigt Valley area is adjacent to the new Ulaanbaatar International Airport, which serves as Mongolia's principal gateway for both passenger and air cargo traffic. The planned Bogdkhan Railway Bypass will provide a direct, high-capacity freight corridor, alleviating congestion in central Ulaanbaatar and strengthening rail connectivity between Russia, Mongolia, and China. The Logistic Hub is designed to leverage these synergies, offering seamless multimodal integration between air, rail, and road transport.
The project is further complemented by the development of Hunnu Cityโa new urban center in Khushigt Valleyโenvisioned as a model for sustainable growth, economic diversification, and smart urbanization. The proximity of the Logistic Hub to Hunnu City will foster the creation of industrial clusters, logistics parks, and value-added services, enhancing the region's competitiveness and attractiveness for both domestic and international investment.
Given the increasing demand for efficient transportation and logistics infrastructure, the establishment of the Hushigt Valley Logistic Hub and dry port is a strategic response to facilitate trade, reduce logistical bottlenecks, and support Mongolia's economic growth. This project supports national priorities for regional integration and participation in global value chains.
The Feasibility Study (FS) will provide a rigorous, multi-dimensional assessment of technical viability, market demand, environmental and social risks, economic and financial feasibility, PPP structuring options, governance, and implementation readiness. It will also chart a phased roadmap for development, operations, and scale-up, grounded in sustainability, resilience, digitalization, and value-for-money principles.

The Ministry of Road and Transport now invites eligible consulting firms (โConsultantsโ) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. General Experience
- Minimum 10 years of experience in preparing feasibility studies, master plans, and detailed studies related to infrastructure, transport, logistics, industrial parks, free zones, or multimodal transport facilities.
2. Specific Experience in Similar Assignments
- Proven experience in preparing feasibility studies for logistics hubs, dry ports, or multimodal terminals during the last 5 years, the feasibility study contract amount shall not be less than USD 500,000.00 (five hundred thousand USD);
- Experience in projects financed by international financial institutions (e.g., ADB, World Bank, JICA, EBRD, etc.) will be considered an advantage.
3. Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
