The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services for the Development of the Labour Market Information System (LMIS) Information Technology (IT) Systems.
Objective of the Consultancy:
To develop the LMIS IT Systems to enable the MLSS to automate key components of its new business process model and deliver improved, international-industry-standard public employment services (PES) to the Jamaican population. The PES will be able to register job seekers and employers, collect essential data, profile job seekers, identify barriers to employment, develop employment and action plans, and refer individuals to jobs and other services. The system will enable data sharing among key institutions and partners within and outside the MLSS. The LMIS will also support the implementation of the GOJ's new Unemployment Insurance Scheme.
Duration of the Consultancy:
The estimated implementation period is twenty-four (24) months as follows: twelve (12) months of systems development and twelve (12) months of system warranty and implementation support services.
Selection Method:
Applicants will be shortlisted based on the submission’s responsiveness to the eligibility criteria outlined in the Initial Selection Document (ISD). Applicants must meet the eligibility requirements specified in Table 1 – Qualification Criteria. Those whose applications are deemed substantially responsive will then be evaluated against Table 2 – Rated Criteria and Requirements.
