This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. 769 of February 28, 2010.
The Republic of Belarus with participation of the World Bank as an Implementing Agency has applied for a trust grant in the amount of US$ 5.5 million equivalent from the Global Environment Facility to finance the Persistent Organic Pollutant Stockpile Management Project, and it intends to apply part of the proceeds to payments under the contract ยซDisposal of POPs pesticides and PCBs and PCB containing equipmentยป Lot 1: Contract No. GEF/ICB/TS-002-1 "OP6-Disposal of POPs pesticides" and Lot 2: Contract No. GEF/ICB/TS-002-2 "PCB5-Disposal of PCBs and PCB containing equipment". The Ministry of Natural Resources and Environmental Protection of the Republic of Belarus intends to prequalify contractors and/or firms for ยซDisposal of POPs pesticides and PCBs and PCB containing equipmentยป.
Brief description of tasks for Lot 1 - Transportation and disposal of about 1,000 tons of POPs containing pesticides extracted from the Slonim obsolete pesticides burial (the town of Slonim, Grodno region) and for Lot 2 - Environmentally sound collection, packaging and disposal of 13,622 PCB-containing capacitors; 23 transformers and 23 tanks with liquid PCBs stored at up to 14 enterprises sites on the territory of Belarus (total weight of PCB-containing wastes is about816,0 tons). The contract implementation period for both lots is 18 months.
Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006, and is open to allbidders from eligible source countries, as defined in the guidelines.
Interested eligible applicants may obtain further information from and inspect the prequalification document at the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus (address below) from 9 a.m. till 6 p.m. local time on the regular business days.
A complete set of Prequalification Documents in English and Russian may be received by interested bidders on the submission of a written Application to the address below.
The document will be sent by mail or may be collected by an applicant's representative from the office of Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 12.00 a.m. local time on 15 April 2010and be clearly marked Application to Prequalify for Integrated Solid Waste Management- Component 3: (Persistent Organic Pollutant Stockpile Management, Global Environmental Facility Grant # GEF/TF 092596, ยซDisposal of POPs pesticides and PCBs and PCB containing equipmentยป. Applicants can submit applications for any one or both lots.
A pre-PQ meeting will be held on 26 March 2010 in the address stated below with a possibility to visit the project site. The bidders will be responsible for their own expenses.
