1. The Ministry of Education has received financing from the World Bank toward the cost of the Maldives Atolls Education Development Project – AEDP (P177768), and intends to apply part of the proceeds toward the contract for Education Management Information Systems - Design, Develop, Implement and training the users. For the purpose of this project the Education Management Information System is inclusive of School Management Information Systems.
2. The Ministry of Finance and Planning, on behalf of Ministry of Education (the Purchaser) now invites sealed Proposals from eligible proposers for the Education Management Information Systems - Design, Develop, Implement and Training the Users, deliver the service within 365 days.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the Proposal Documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40%.
5. Interested Proposers shall register with the Ministry of Finance and Planning for the project, between 13th April 2026 to 31st May 2026, between 8:00 hours and 14:00 hours on all working days by: (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand and Five Hundred) or USD 100.00, through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) and, (b) e-mailing the following information to the below given e-mail addresses:
- Name and Address of the Proposer
- Name, e-mail ID and telephone numbers of the Contact Person(s)
- Copy of the Payment/Transaction Receipt.
6. A complete set of Proposal Documents and related documentation is available from 13th April 2026 on Ministry of Finance and Planning website www.finance.gov.mv/tenders for downloading free of cost. The Employer shall not be liable for any information not received by the Proposer. It is the Proposer’s responsibility to verify the website for the latest information related to this project.
7. A Pre-Proposal meeting will be held Online, at 11:00:00 hours Maldives time on Monday, 27th April 2026. Details are provided in the Proposal Document.
8. Interested eligible Proposers may obtain further information by writing to the to address specified in clause 12, on or before 13:30:00 hours Maldives Time on Tuesday, 5th May 2026.
9. All Proposals must be accompanied by a Proposal Security of USD 75,000.00 (Seventy-Five Thousand United States Dollars - or equivalent in Maldivian Rufiyaa). The Proposal Security shall be valid for 148 days from the date of Proposal opening.
10. Proposal shall be valid for a period of 120 days from the date of Proposal opening and Proposals must be delivered to the address specified in Clause 12 of this SPN, on or before 13:00:00 hours. Maldives Time on Tuesday, 2nd June 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend the meeting. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Ministry of Finance and Planning until the second public Proposals opening.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
