- The Republic of Angola has received financing from the World Bank toward the cost of the Angola Strengthening Governance for Enhanced Delivery Project (NJILA - P178040) and intends to apply part of the proceeds toward payments under the contract for Supply, installation and commissioning of Data center equipment and auxiliary infrastructures for three ministries (MAT, MINFIN and MINOPUH). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The Ministry of Territorial Administration – MAT now invites sealed Bids from eligible Bidders for Supply, installation and commissioning of Data center equipment and auxiliary infrastructures for three ministries (MAT, MINFIN and MINOPUH). The procurement is structured in three (3) Lots:
Lot 1 – MINFIN infrastructure;
Lot 2 – MINOPUH infrastructure;
Lot 3 – MAT Infrastructure.
The scope includes the supply, installation, configuration, integration and commissioning of Data Center equipment and auxiliary infrastructures, including system integration, technical support, maintenance and related services.
Final Destination (Project Sites): Luanda - Ministries of MAT, MINFIN and MINOPUH.
Delivery and installation period: As specified in the Bidding Document.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised in November 2017, August 2018, November 2020 and September 2025 (“Procurement Regulations”), and is open to all eligible Bidders.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 %. and for Bid cost: 30%
5. Interested eligible Bidders may obtain further information from Ministry of Territorial Administration (MAT), Attention to Mr. Santinho Filipe Figueira at procurement.ucpdegovernacao@gmail.com and inspect the bidding document during office hours (0800 to 1500 hours) at the address given below.
6. The bidding document in English may be obtained, free of charge, by interested eligible Bidders upon the submission of a written application to the address below. The procurement documents can be sent by e-mail upon request.
7. Bids must be delivered to the address below on or before 18 June 2026 at 14h30 (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 18 June 2026 at 14h30 (local time). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a “Bid-Securing Declaration”.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
