Project: Energy Efficiency Project

This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. [744] of [January 22, 2009] on-line and in DG Market.

The Republic of Belarus has applied for a loan from the InternationalBank for Reconstruction and Development (IBRD) toward the cost of theEnergy Efficiency Project, and it intends to apply part of the proceeds of this loan to payments under the contracts for Gas Engine Based Mini Combined Heat Power Plants in Rechitsa, Ruba, Oshmiany and Borisov with the following site specific capacities:

Lot 1: Contract No. EEP/ICB/09/03-1: " Conversion of Heat Only Boilers to Mini-CHP in Rechitsa using Gas Piston Engine" with an electric capacity of 4-6 MW.

Lot 2: Contract No. EEP/ICB/09/03-2 "Conversion of Heat Only Boilers to Mini-CHP in Rubausing Gas Piston Engine" with an electric capacity of 3-4 MW.

Lot 3: Contract No. EEP/ICB/09/03-3 "Conversion of Heat Only Boilers to Mini-CHP in Oshmiany using Gas Piston Engine" with an electric capacity of 3 MW.

Lot 4: Contract No. EEP/ICB/09/03-4 "Conversion of Heat Only Boilers to Mini-CHP in Borisov using Gas Piston Engine" with an electric capacity of 1-2 MW.

The applications may be submitted for any or all contracts, or any combination of the above contracts. The contracts (Lots) for which the application is submitted shall be specified in the Application Submission Form.

These contracts will be jointly financed by the Government of Belarus. Bidding will be governed by the World Bank's eligibility rules and procedures. The RUE 'Belinvestenergosberezhenie' intends to prequalify contractors and/or firms for design, supply and installation of mini combined heat power plants (CHPs) at 4 sites indicated above. It is expected that invitations for bid will be made in July 2009.

Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006 and is open to all bidders from eligible source countries, as defined in the guidelines.5

Interested eligible applicants may obtain further information from and inspect the prequalification document at the RUE "Belinvestenergosberezhenie' (address below) from 9 a.m. till 6 p.m. local time on the regular business days.
