1. The KOICA HQ Procurement Team 1 intends to invite foreign and local eligible Bidders for the Project for the “Capacity Building of Digital Competencies within the Framework of Digital Transformation in the Kyrgyz Republic”

C. Selection of the Successful Bidders:
a) Conclusion of contract by negotiation (technical proposal (90%) and price quotation (10%)).
b) The Company with a high overall score has priority of negotiation.
c) Bidders that receive less than 85 out of 100 points at the technical proposal evaluation shall be disqualified from negotiations.
d) Bidders must submit a price below the budget limit, and if it exceeds this, the bidders shall be disqualified from negotiations.
e) Conclusion of contract by negotiation.
D. Qualification of Bidders:
a) Shall be registered on the KOICA’s Online Procurement System (
http: //nebid.koica.go.kr
) and Korea government’s On-line e- procurement system (PPS,
http: //www.g2b.go.kr
)

b) Anyone whose qualifications to participate in the bidding are restricted by an international organization or a foreign government, or who have been declared ineligible for a contract, or those who have been sanctioned for the same, cannot participate in the bidding.
c) According to domestic and foreign laws and regulations, a person convicted of a bribery-related crime cannot participate in the bidding.
d) In accordance with the

I. Joint Contract (Contract for joint performance)
a) Joint Venture with limited numbers (5) is allowed.
b) (joint performance) The share ratio of each participating company must be more than10%.
c) (joint performance) Each member shall meet Qualification of Bidders.
J. Submission of documents
a) All documents should be submitted to the designated place (Procurement Management Support Center) in person.
b) One (1) copy of each of the official seal certificate and notified seal for the transaction.
c) One (1) copy of a certificate of his/her seal impression.
d) Ten (10) copies of the Technical Proposal I (A4, main text), ten (10) copies of the Technical Proposal II (A4, manpower field), two (2) copies of documentary evidence, one (1) soft copies (in USB / PDF format) of the Proposal and the documentary evidence).
