This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”) on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective Contractors to submit proposals for security upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.The work is being done in a 7 storey mid-rise apartment building located at 7 Mayfair Place, Winnipeg, Manitoba. Additional work is also required at 101 Marion Street, 55 Stadacona Street, 289 Pacific Avenue, 375 Assiniboine Avenue, and 352 Donald Street, Winnipeg, Manitoba. Following the 7 Mayfair Place site visit, proponents will proceed to the remaining locations. Proponents are to pre-register for the site visit by email to the RFP Contact at bids@gov.mb.ca. Deadline for registration is 2:00 PM on May 8, 2026.If proponents are not available to attend the above scheduled optional site visits, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.Deadline for questions May 21, 2026. All questions must be submitted to the RFP Contact at bids@gov.mb.ca. Manitoba will only address questions that were sent to this email address.Bid submission deadline is May 29, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
