Request for Expressions of Interest (Consulting services - Consulting Firms selection) The People’s Republic of China Hunan South Dongting Lake Wetland Ecological Restoration and Sustainable Development Project Project Loan No.: 4558/8495-PRC Bidding No.: 0733-25090373 Assignment Title: Project Implementation Support and Capacity Building Contract No.: SDL-OP4-Serv-2 The Government of the People’s Republic of China has received a co-financing loan from the Asian Development Bank(ADB) and Agence Française de Développement(AFD) toward the cost of Hunan South Dongting Lake Wetland Ecological Restoration and Sustainable Development Project and intends to apply part of the proceeds for the consulting services of Project Implementation Support and Capacity Building (Contract No.: SDL-OP4-Serv-2). Project Implementation Support and Capacity Building (hereinafter referred to as the “consulting services”) includes but is not limited to as follows: (1) project management; (2) facilitation of procurement, disbursement and contract management; (3) financial management including the facilitation of the loan withdrawal application and preparing the annual project financial statements; (4) project performance monitoring and reporting requirements including producing the project progress reports in a regular basis as the format acceptable to ADB; (5) safeguard management and monitoring; (6) assist the PMO and the relevant authorities to carry out public participation and consultation, public environmental protection awareness raising, educational and knowledge sharing activities, and training; (7) evaluation of project implementation at midterm and completion stages; (8) facilitation of the ADB regular missions to review the project progress, (9) facilitation of implementation of GAP and SDAP; and (10) capacity building of executing agency and implementing agency, relevant governmental agencies and stakeholders for improving their managerial capacity and professional knowledge. The Consulting Services will be paid out of the proceeds of this loan from ADB and AFD, and adopt a method of Quality-and-Cost-Based Selection (QCBS) in accordance with the Procurement Regulations for ADB Borrowers (2017 version, as revised from time to time). The consulting services will be carried out by a team of consultants through a firm and intends to employ a total of 15 experts of consulting services. A total of 251 person-months, composing of 32 person-months of international and 219 person-months of national consulting services, will be required. The consulting firm can also propose non-key specialists based on their understanding of the project to facilitate the project implementation, to the best extent. The consulting services are expected to start in Q3 2026 and to end in September 2031. Hunan Yuanjiang Jucheng Development Investment Co., Ltd. (hereinafter referred as the “Implementing Agency”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consulting firms shall meet the following minimum qualification requirements for being shortlisted: 1. The consulting firm shall be a legal entity (or group of legal entities if applying as a joint venture) founded or organized from an eligible member country as defined by ADB. 2.The consulting firm should have good track record and reputation; the consulting firm should have implementation experiences of at least two (2) loan projects that are financed by international financial institutions (IFIs) (IFIs include ADB, World Bank, AFD, European Investment Bank, KfW, etc.), preferably project experiences financed by ADB. 3.The consulting firm should have past experiences in wetland management, ecological restoration, institutional development and environmental improvement projects. 4.The consulting firm shall be very familiar with ADB procedures and requirements including, but not limited to, project management and reporting, procurement, disbursement, environmental and social safeguards compliance, financial management, wetland management, etc. The consulting firm shall provide such documents as company profile, qualification certificate, organizational structure, description of staffing and facilities, a list of related projects performed(including completed and ongoing projects), evidencing documents for past contracts or references. In case of a joint venture, it is required to provide the necessary Letter of Intent for the joint venture, and all members of the joint venture shall be jointly and severally liable for the entire contract. The attention of interested Consultants is drawn to Clause 1.19, 1.20, and 1.21 of the Procurement Regulations for ADB Borrowers (2017 version, as revised from time to time), setting forth the Asian Development Bank’s policy on conflict of interest
