REQUEST FOR PROPOSALS SELECTION OF INDIVIDUAL CONSULTANT FOR CONSULTING SERVICES ENVIRONMENTAL CONSULTANT (AFD2-IND03) Agence Française de Développement and LETTER OF INVITATION Dear Mr./Ms.: 1.ILBANK (hereinafter called “Client”) has received financing (hereinafter called “the funds”) from the Agence Française de Développement (AFD) toward the cost of Municipal Services Project. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued. 2.ILBANK now invites interested candidates to submit proposals to provide the following consulting Services: Individual Consultancy Services from Environmental Expert. More details on the Services are provided in the attached Terms of Reference (ToR). 3.One individual Consultant shall be selected under the selection method based on consultants qualification selection method as described below. The qualifications expected from the Consultant are described in the attached ToR. The following criteria will be taken into account in the evaluation of the Technical Proposals and during the final evaluations that will encompass both the technical proposals submitted and the interviews completed: Criteria Points 1.Adequacy of the proposed methodology with the Terms of Reference 10 1.a. Understanding of the mission’s scope and objectives 5 1.b. Clarity and relevance of the proposed methodology 5 2.Qualifications, skills and experience of the expert for the mission (academic and professional qualifications, adequacy for the services, relevant experience in the sector, proven track record in projects financed by international institutions) 90 2.a. Academic qualifications – adequacy for the services 5 2.b. Professional experience – adequacy for the services: significant experience in the management and preparation of EIA/ESIAs and E&S due diligence studies and/or the implementation of ESCPs/ESMPs in the local context and in cooperation with international donors/agencies such as the World Bank/IFC, the EU, AFD or the United Nations 40 2.c. Proven track record in projects financed by international donors and/or development organizations * these projects shall have given the applicant significant experience environmental related issues and documents in relation with infrastructure projects financed by international financial and development organizations 15 2.d. Practical knowledge of Türkiye’s environmental legislation, norms and procedures, as well as knowledge on the international Environmental and Social benchmarks (e.g. World Bank ESS) and best practices 10 2.e. Past experience in the sector (infrastructure; water, wastewater and solid waste management, etc.) 10 2.f. Knowledge in national occupational health and safety (OHS) legislation and experience in OHS practices in infrastructure projects 5 2.g. Computer (Word, Excel, PowerPoint) and language skills* (fluency in English and Turkish is compulsory) 5 TOTAL 100 The minimum technical score (St) required to pass is: 70. Fluency in both English and Turkish is compulsory and shall be tested during an oral interview.
4. A mandatory interview will be conducted with a longlist that is made of candidates who score higher than 70 technical points with the proposal evaluation. Each candidate will be invited for interview where; •The candidates will be informed of the position, the Terms of Reference, and what will be expected of it, •The integrity of the candidates’ resume will be ensured, •The knowledge/experience/certification needed for the specific position will be confirmed.
5. After the interviews with the longlisted candidates are concluded, the final scores (Sf) will be deduced from both the technical proposals and interviews of each longlisted candidate according to the criteria mentioned above, and a shortlist will be created according to Sf.
6. The candidate with the highest Sf will be invited to submit a financial proposal which may be subject to negotiations later on. If a contract fails to be signed with a candidate, the candidate with the next highest Sf within the shortlist will be invited to submit a financial proposal. Sf must be above 70 points for a candidate to be shortlisted. 7.This Request for Proposals includes the following documents: This Letter of Invitation; The letter of Submission of the Proposal; Technical Proposal; Terms of Reference; Standard Form of Contract (including the Statement of Integrity). 8. Your proposal shall comprise your Proposal Submission Form, a Technical Proposal (including curriculum vitae (CV) and Methodology), and the signed Statement of Integrity.
