Aninver Development Partners is preparing a technical proposal for an upcoming consultancy assignment in Botswana supported by the United Nations Development Programme (UNDP). The initiative focuses on strengthening national planning and development architecture by operationalising an integrated Performance Monitoring and Evaluation (PM&E) information management system. This digital backbone will track the implementation and impact of national development plans and sectoral strategies, addressing data fragmentation and enhancing results-based management across government institutions.

To deliver this high-impact assignment, we are seeking an expert Business Process Re-engineering and Functional Requirements Specialist. The successful candidate will lead current-state and business-process assessments, conduct comprehensive business process re-engineering (BPR), and translate complex institutional workflows into robust technical functional specifications for the new integrated PM&E platform and executive dashboard.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct a comprehensive current-state and business-process assessment across key government ministries and institutions.
• Perform rigorous business process re-engineering to streamline data flows, indicator tracking, and reporting lines.
• Translate complex institutional workflows into detailed technical functional requirements specifications.
• Support stakeholder consultations and capacity-building programmes to ensure long-term institutional ownership.

Scope of work

• Review existing national and sectoral monitoring and evaluation frameworks, institutional mandates, and data workflows.
• Conduct business process re-engineering (BPR) to eliminate reporting bottlenecks and improve data collection.
• Produce an inception report detailing the architecture, implementation roadmap, and functional requirements specifications.
• Establish data integration protocols and APIs to enable interoperability with existing national statistical databases.
• Design and deliver comprehensive training programmes and standard operating procedures (SOPs) for system administrators and end-users.
• Contribute to user acceptance testing (UAT) and pilot deployment across selected sector ministries.

Your role as Business Process Re-engineering and Functional Requirements Specialist

• Lead the current-state analysis and business process assessment across participating government bodies.
• Execute business process re-engineering initiatives to harmonize reporting lines and indicator tracking.
• Draft comprehensive functional requirements specifications and contribute to the technical inception report.
• Facilitate stakeholder engagement workshops to validate workflows and system requirements.
• Collaborate with software development and M&E teams to ensure alignment between business needs and technical architecture.
• Design standard operating procedures (SOPs) and support institutional capacity-building and user training activities.

Requirements

• Education: Master’s degree in Business Administration, Information Systems, Public Administration, or related field
• Minimum 10 years' experience in business process analysis, government reform initiatives, and digital transformation projects
• Languages: Excellent command of English

Desirable

• Prior experience working on digital government or public sector reform initiatives in developing country contexts.
• Familiarity with national planning and performance monitoring systems supported by international donors like UNDP.

An experienced business process re-engineering professional with a strong background in government digital transformation and public sector reform, capable of translating complex institutional workflows into precise technical specifications.
