Aninver Development Partners is seeking a Capacity Building and Training Expert for a prospective technical assistance assignment supported by the European Bank for Reconstruction and Development (EBRD). The initiative focuses on enhancing human capital management, productivity, and competitiveness among small and medium-sized enterprises (SMEs) across multiple countries in Sub-Saharan Africa.

The overarching goal of the programme is to bridge critical skills gaps and strengthen local workforce capabilities through targeted advisory services and structured training interventions. The Capacity Building and Training Expert will play a vital role in designing, contextualising, and delivering comprehensive capacity-building activities to empower local enterprises and stakeholders in the region.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Enhance human capital management practices and operational performance among SMEs in targeted countries.
• Adapt and contextualise training toolkits and competency frameworks to local market realities.
• Strengthen the capacity of local consultants, business advisory organisations, and training providers through targeted programmes.
• Promote inclusive workforce development and equal opportunities within private sector operations.

Scope of work

• Review and adapt existing human resources management, skills development, and capacity-building toolkits to the regional SME context.
• Design training programmes and train-the-trainer modules for local consultants and vocational education providers.
• Deploy targeted technical assistance and advisory services to individual SME clients to upgrade their HR systems and internal management practices.
• Establish and manage operational networks with local consulting firms, industry associations, and institutional actors across target countries.
• Implement stakeholder engagement and communication campaigns to promote technical and vocational skills development.
• Establish robust monitoring and evaluation frameworks to track key performance indicators and assess capacity-building outcomes.

Your role as Capacity Building and Training Expert (ENC 1)

• Lead the design and execution of capacity-building initiatives and training workshops across multiple countries.
• Develop comprehensive train-the-trainer materials tailored to the specific needs of local business advisors and vocational providers.
• Deliver specialized training sessions focused on human capital management, workforce learning, and operational efficiency.
• Provide direct technical advisory support to SME clients to improve internal HR systems and management practices.
• Coordinate closely with local partners, training providers, and institutional stakeholders to ensure effective implementation.
• Monitor training effectiveness, evaluate competency development outcomes, and contribute to regular reporting requirements.

Requirements

• Advanced degree in education, human resources, business administration, economics, or a related social science field.
• Minimum of 7 years of professional experience in designing and delivering capacity-building and training programmes for private sector development.
• Demonstrated expertise in skills development, workforce learning, and SME capability strengthening within developing regions.
• Proven experience in developing and delivering train-the-trainer (ToT) modules for diverse stakeholders.
• Strong understanding of human resources management systems and inclusive employment practices.
• Excellent communication, facilitation, and stakeholder engagement skills with the ability to work across multiple countries.
• Professional proficiency in English and French (written and spoken).

Desirable

• Previous professional experience working on donor-funded private sector development projects in Sub-Saharan Africa.
• Familiarity with European Bank for Reconstruction and Development (EBRD) procedures and human capital frameworks.
• Demonstrated experience integrating gender equality and inclusion principles into training and advisory programmes.

An experienced capacity-building specialist with a strong background in SME workforce development, train-the-trainer delivery, and multi-country project implementation in Sub-Saharan Africa, fluent in both English and French.
