Aninver Development Partners SLAninver Development Partners SL🇲🇬 Madagascar Financed by United Nations

Job description

Aninver Development Partners SL (www.aninver.com) is looking for a Composting / Organic Waste Treatment Specialist for a consultancy assignment financed by United Nations in Madagascar.

Aninver Development Partners SL is currently preparing a competitive proposal for an upcoming United Nations-supported consultancy assignment focused on sustainable waste diversion and disposal in the capital region of Madagascar. The overarching initiative aims to support the national government in identifying and developing technically feasible solid waste management investments to address rapid urbanization, improve urban resilience, and prevent the recontamination of critical drainage infrastructure.

To strengthen our expert team for this critical assignment, we are seeking a qualified Composting / Organic Waste Treatment Specialist. The successful candidate will play a pivotal role in assessing organic waste streams, evaluating valorization technologies, and designing effective composting and source-segregation systems tailored to the local context of Madagascar.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Assess the feasibility of diverting organic waste from major generators, including wholesale and municipal markets and commercial establishments.
  • Evaluate suitable composting technologies and develop preliminary design concepts for composting facilities and associated operational systems.
  • Analyze potential local uses and markets for finished compost, distinguishing between high-grade agricultural applications and lower-grade cover material.
  • Establish robust compost quality standards, classification systems, QA/QC protocols, and monitoring frameworks aligned with international best practices.

Scope of work

  • Review existing documentation, studies, and strategies related to solid waste management and organic waste valorization in the project region.
  • Conduct field visits to key organic waste generators, markets, existing private compost producers, and potential facility locations.
  • Estimate organic waste quantities, evaluate physical characteristics, and analyze potential approaches for effective source segregation.
  • Assess composting technologies based on feedstock compatibility, operational needs, methane reduction potential, land requirements, and cost implications.
  • Develop preliminary design concepts including facility layout, material flow, equipment selection, and processing capacity.
  • Review national and international standards to propose local compost grading systems, sampling protocols, and market linkages.

Your role as Composting / Organic Waste Treatment Specialist

  • Lead the technical assessment and feasibility analysis for organic waste valorization and composting within the broader solid waste management framework.
  • Quantify organic waste generation from priority sources and evaluate seasonal variations and contamination levels.
  • Design conceptual composting solutions and integrated multi-purpose facilities combining collection points and processing units.
  • Formulate operational models and assess capital and operational expenditure requirements for proposed composting systems.
  • Define compost quality parameters, testing procedures, and quality assurance/quality control (QA/QC) protocols.
  • Engage with local stakeholders, private compost producers, and market administrators to ensure practical applicability of the proposed systems.
  • Contribute technical inputs, reports, and presentation materials for client validation workshops and stakeholder meetings.

Requirements

  • Education: Advanced degree in Environmental Engineering, Agricultural Engineering, Waste Management, or a related field
  • Minimum of 10 years of experience in organic waste treatment and composting systems, feasibility assessment, conceptual design, compost quality standards and QA/QC

Desirable

  • Previous professional experience in Madagascar or similar Sub-Saharan African urban contexts.
  • Familiarity with United Nations or World Bank project procedures and environmental standards.

An experienced Composting and Organic Waste Treatment Specialist with at least 10 years of expertise in designing sustainable waste valorization systems, establishing quality standards, and conducting feasibility studies for urban infrastructure projects.
