Aninver Development Partners is seeking an expert Consultant in Aquaculture Development and Hatchery Management for an upcoming proposal funded by the Pacific Community. This assignment focuses on assessing and enhancing regional aquaculture capacity to improve food security, nutrition, and livelihoods across multiple countries in the Pacific region. The initiative addresses critical constraints such as limited access to reliable seed supplies, broodstock management, and biosecure production systems by evaluating existing facilities for potential upgrade into regional centres of excellence.

The successful expert will play a pivotal role in conducting comprehensive feasibility assessments of selected aquaculture facilities operating at commercial scale. Working across the agriculture and engineering sectors, the consultant will help identify high-performing sites, evaluate technical and operational capacities, and formulate costed upgrade plans and implementation roadmaps. This consultancy represents an exciting opportunity to contribute to sustainable aquaculture development, regional collaboration, and technical capacity building throughout the Pacific.

Objectives of the assignment

• Undertake a comprehensive feasibility assessment of selected aquaculture facilities in the Pacific region to determine their suitability for development into regional or subregional centres.
• Identify a shortlist of high-performing aquaculture facilities currently operating at commercial scale.
• Develop a comprehensive assessment framework and selection criteria for evaluating candidate aquaculture facilities for potential designation as regional aquaculture hubs.

Scope of work

• Develop an assessment framework and standardized tools for facility evaluation.
• Identify and shortlist high-performing facilities operating at commercial scale across the region.
• Provide technical guidance on facility assessments, covering infrastructure and operations.
• Assess human capacity, institutional frameworks, and biosecurity aspects of candidate facilities.
• Perform economic and financial analysis of prospective regional aquaculture facilities.
• Define and refine regional facility service delivery models.
• Develop costed upgrade plans and implementation roadmaps for selected facilities across Pacific Island Countries and Territories.

Your role as Consultant / Expert in Aquaculture Development and Hatchery Management

• Lead the technical evaluation of hatchery operations, production systems, and broodstock management capabilities.
• Assess tropical aquaculture species production systems, genetics, and hatchery optimization practices.
• Evaluate aquatic health, biosecurity protocols, and institutional readiness at candidate facilities.
• Contribute to the development of technical assessment frameworks and economic and financial analysis models.
• Engage with regional stakeholders and participate in site visits to evaluate government and private sector facilities.
• Formulate costed upgrade plans and actionable recommendations for establishing state-of-the-art regional aquaculture hubs.

Requirements

• Education: Advanced university degree (Master's or higher) in Aquaculture, Fisheries Science, Marine Biology, Aquatic Animal Health, Aquaculture Economics, or a related discipline
• At least 8 years of professional experience in aquaculture development, including hatchery operations and production systems
• Demonstrated experience assessing or managing commercial-scale aquaculture hatcheries
• Proven expertise in broodstock management, seed production systems, genetics, and hatchery optimisation for tropical aquaculture species
• Knowledge of aquatic health and biosecurity
• Experience developing technical assessment frameworks
• Economic and financial analysis experience
• Experience working in the Pacific

Desirable

• Experience in capacity building and designing training programs for aquaculture technicians.
• Familiarity with regional fisheries and aquaculture governance structures in the Pacific.

An experienced aquaculture and hatchery management professional with a strong track record in the Pacific region, possessing deep technical expertise in tropical species, biosecurity, and commercial facility assessments.
