Digital Strategy Expert – Samoa

Aninver Development Partners SL (www.aninver.com) is looking for a Digital Strategy Expert for a urban consultancy assignment financed by UNDP in Samoa.

Aninver Development Partners is currently preparing a proposal for an upcoming institutional capacity development and technical assistance assignment funded by UNDP in Samoa. The initiative focuses on mainstreaming environmental considerations into key economic sectors such as tourism and agriculture through integrated approaches that address systemic environmental challenges and strengthen coastal and climate resilience across the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Institutionalize nature-positive decision-making across key economic sectors in Samoa through targeted digital and data interventions.
• Develop and deploy user-friendly, open-source National and Local Decision Support Tools to evaluate Nature-based Solutions.
• Bridge technical environmental accounting data with practical digital applications for public sector stakeholders.

Scope of work

• Updating and expanding priority Natural Capital Accounting modules including energy, water, waste, mangroves, coral reefs, seagrass, and forests.
• Integrating expanded natural capital accounts into national accounts and the Tourism Satellite Account.
• Developing and deploying user-friendly, open-source National and Local Decision Support Tools to evaluate Nature-based Solutions.
• Delivering comprehensive capacity development programs targeting national and local stakeholders on digital tool usage.

Your role as Digital Strategy Expert

• Lead the design and implementation of digital decision-support, geospatial, scenario, cost-benefit, or multi-criteria systems.
• Manage user requirements, system architecture, development, testing, deployment, documentation, and maintenance of analytical platforms.
• Apply strong knowledge of Nature-based Solutions appraisal, ecosystem services, spatial planning, scenario modelling, and sensitivity analysis.
• Utilize open-source web or desktop technologies, databases, APIs, source-code management, and information security protocols.
• Collaborate closely with multidisciplinary team members to integrate natural capital data into digital interfaces.

Requirements

• Advanced university degree in information systems, software engineering, GIS, environmental economics, planning, decision science, or a closely related field.
• Minimum ten years of professional experience designing and implementing digital decision-support, geospatial, scenario, cost-benefit, or multi-criteria systems.
• Demonstrated leadership of operational decision-support or analytical platforms from conception to deployment and maintenance.
• Strong knowledge of Nature-based Solutions appraisal, ecosystem services, spatial planning, and cost-benefit analysis.
• Demonstrated experience with open-source web or desktop technologies, databases, APIs, and source-code management.

Desirable

• Natural Capital Accounting experience is strongly preferred.
• Experience working in Small Island Developing States (SIDS) or Pacific contexts.

An experienced digital strategy and decision-support specialist with a strong background in open-source platforms and environmental planning, eager to drive sustainable development in Pacific island contexts.
