Aninver Development Partners is preparing a proposal for the Tautai programme funded by DT Global in Samoa. We are seeking an expert for the Digital Transformation, ICT Systems and Organisational Performance Specialist position to support the national customs authority in modernising its technological infrastructure and enhancing operational performance following recent institutional restructuring.

This consultancy plays a vital role in shaping the strategic direction and technological capabilities of the customs administration. The successful candidate will drive digital modernisation, cybersecurity enhancements, and systems interoperability initiatives to support trade facilitation, revenue collection, and regulatory compliance across border operations in Samoa.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess current ICT infrastructure, digital systems, and information management practices within the national customs authority.
• Integrate digital transformation and technology-enabled service delivery priorities into the new five-year corporate plan.
• Strengthen data governance, systems interoperability, and cybersecurity frameworks to mitigate emerging operational risks.
• Align organisational performance management systems with modern ICT capabilities and operational needs.

Scope of work

• Review existing ICT systems, technological assets, and digital transformation initiatives against international standards.
• Evaluate institutional and technological readiness for advanced border management and automated clearance processes.
• Contribute to the environmental and situational analysis with a specific focus on ICT and digital infrastructure gaps.
• Formulate strategic objectives, technological milestones, and implementation actions for the upcoming corporate planning period.
• Design practical monitoring frameworks to track the performance and impact of digital interventions.
• Provide technical advisory services on data governance, information management, and secure electronic data exchange.
• Participate in stakeholder consultations with internal teams, government counterparts, and external partners to validate digital priorities.

Your role as Digital Transformation, ICT Systems and Organisational Performance Specialist

• Lead the digital transformation and ICT systems review component of the institutional assessment.
• Evaluate current enterprise architecture, hardware, software, and network capabilities supporting customs operations.
• Formulate robust recommendations for systems modernisation, cyber security hardening, and digital service delivery.
• Develop data governance protocols and information management frameworks to improve inter-agency data sharing.
• Draft the digital transformation and ICT sections of the strategic framework and corporate plan.
• Collaborate with other team members to ensure seamless integration of technology solutions into the new organisational structure.
• Present technical findings and strategic ICT recommendations to senior management and key stakeholders.

Requirements

• Education: Relevant tertiary qualifications in ICT, computer science, digital transformation or performance management
• Expertise in digital transformation, ICT and systems modernisation, cyber security, systems interoperability, data governance, information management, and technology-enabled service delivery
• Languages: Strong written and verbal communication skills in English

Desirable

• Previous professional experience in Samoa or the Pacific region.
• Familiarity with customs administration, border management, or trade facilitation information systems.
