Aninver Development Partners SL (www.aninver.com) is looking for a Economists' experts pool #2 for a mining, monitoring evaluation, construction consultancy assignment financed by COMESA in Multiple countries.

Aninver Development Partners is seeking qualified professionals for the Economists' experts pool #2 position to support a regional consultancy assignment funded by COMESA across multiple countries. The initiative focuses on the mining sector, aiming to conduct a comprehensive baseline study and profiling while delivering targeted capacity-building programs to foster sustainable resource governance and mineral-based development.

The successful expert will play a critical analytical role in assessing economic dimensions, regulatory frameworks, and financial models within the region's extractive industries. Working closely with public and private stakeholders, the expert will contribute to shaping policies that enhance value addition, economic integration, and equitable benefit-sharing across member states.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Conduct comprehensive economic and baseline analyses of the mining sector across multiple member states.
  • Evaluate national mining policies, investment codes, and fiscal frameworks using quantitative and qualitative tools.
  • Develop economic models for mining rents and profit-sharing mechanisms.
  • Formulate evidence-based policy papers and briefs to support regional integration and industrial policy goals.

Scope of work

  • Establishing the baseline situation for the mining sector across prospection, exploration, operational, and closure phases.
  • Analyzing mining codes and policies focusing on artisanal and small-scale mining formalization, profit-sharing, and environmental compliance.
  • Assessing investment codes and fiscal frameworks regarding incentives, technology transfer, and local economic integration.
  • Analyzing applicable licensing and contracting regimes between large-scale operators and governments.
  • Enhancing upstream mining sector governance through targeted capacity building and economic research.
  • Developing normative models for determining equitable profit-sharing rates based on state economic indicators.

Your role as Economists' experts pool #2

  • Conduct rigorous economic research and data analysis utilizing both quantitative and qualitative tools.
  • Examine mining sector regulatory frameworks and implementation strategies in line with international principles.
  • Perform economic modeling of mining rents utilizing advanced econometric tools.
  • Assess the broader economic, environmental, and social impacts of mining operations.
  • Draft comprehensive policy papers and policy briefs for productive sectors.
  • Collaborate with regional stakeholders to facilitate data collection and validate findings.
  • Contribute technical inputs to capacity-building workshops and regional training sessions.

Requirements

  • Master's degree in Economics.
  • At least 10 years of professional experience in the mining sector.
  • Demonstrated expertise in regulatory drafting and implementation in line with international transparency principles.
  • Proven experience in economic modeling of mining rents using econometric tools.
  • Demonstrated capability in assessing environmental and social impacts.
  • Proven experience in formulating policy papers or policy briefs for productive sectors.
  • Proven experience and skills in conducting research and analysis using quantitative and qualitative tools.
  • Fluency in both written and spoken English and French.

Desirable

  • Experience working with regional economic communities or international organizations in Africa.
  • Familiarity with the Africa Green Minerals Strategy and the Africa Mining Vision.

An experienced economist with a strong background in mining sector regulation, econometric modeling of resource rents, and policy formulation, fully bilingual in English and French.
