Aninver Development Partners SL (www.aninver.com) is looking for a Economists' experts pool for a mining, monitoring evaluation, construction consultancy assignment financed by COMESA in Multiple countries.

Aninver Development Partners is seeking qualified professionals for the Economists' experts pool for an upcoming COMESA-backed consultancy assignment across multiple countries. The initiative focuses on conducting a comprehensive mining sector baseline study, profiling mineral resources, and strengthening regional capacity for sustainable resource governance and economic development.

The selected experts will play a critical role in economic modelling, regulatory analysis, and assessing the socio-environmental impacts of mining operations in the region. This position offers a unique opportunity to contribute to regional integration and policy enhancement within the mining and economic sectors.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Develop a sustainable and well-governed mining sector that effectively garners and deploys resource rents across member states.
  • Undertake baseline studies to understand the current situation of the mining sector, including mineral resource endowment, production, and national policies.
  • Implement a targeted capacity-building program for regional officials to enhance their understanding of key mining sector economic issues.
  • Address policies and practices to successfully translate mining activities into broader mineral-based economic development.

Scope of work

  • Establish the baseline situation for the mining sector covering prospection, exploration, operational phases, and mine closure.
  • Analyse mining codes, policies, investment frameworks, and fiscal regimes of member states focusing on transparency and value addition.
  • Assess contract negotiating capacity and applicable regimes between large-scale mining operators and governments.
  • Enhance upstream mining sector governance and contracting, including the development of normative models for equitable profit-sharing.
  • Address artisanal and small-scale mining issues by developing regional standard contracts and improving access to finance.
  • Conduct research and analysis using both quantitative and qualitative tools to support policy formulation.

Your role as Economists' experts pool

  • Conduct economic modelling of mining rents using advanced econometric tools.
  • Contribute to regulatory drafting and implementation aligned with EITI and FPC principles.
  • Assess the environmental and social impacts of mining sector activities.
  • Conduct rigorous quantitative and qualitative research and analysis for baseline profiling.
  • Formulate policy papers and policy briefs focused on productive sectors.
  • Collaborate with public and private stakeholders to support capacity-building initiatives and workshops.

Requirements

  • Education: Master’s degree in economics
  • At least 10 years of experience in mining sector, regulatory drafting, and implementation in line with EITI and FPC principles, economic modelling of mining rents using econometric tools, and assessing of environmental and social impact
  • Languages: Fluency in both written and spoken English and French

Desirable

  • Prior experience working with regional economic communities or international organizations in Africa.
  • Familiarity with the Africa Green Minerals Strategy and the Africa Mining Vision.

An experienced economist with a strong background in mining sector regulation, EITI principles, and econometric modelling, fully bilingual in English and French.
