Aninver Development Partners is seeking an expert for an upcoming advisory assignment supporting the transition toward a modern, low-emission urban transport system in Djibouti. Funded by UNDP, the initiative focuses on designing a structured roadmap for private sector participation and the introduction of electric mobility solutions.

As the Electric Mobility and Charging Infrastructure Expert, you will play a critical role in defining the technical parameters of the vehicle fleet and associated energy supply systems, ensuring sustainable public transport development adapted to local climatic and operational contexts.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Consolidate the baseline assessment of existing urban transport conditions and infrastructure.
• Define preliminary technical requirements for electric vehicle fleets, including vehicle types, sizing, and autonomy.
• Determine infrastructure requirements for charging stations, depots, and power supply needs.
• Contribute to the step-by-step implementation roadmap and investment estimations.
• Collaborate with multidisciplinary team members and stakeholders to validate technical options.

Scope of work

• Review available studies and data regarding urban mobility and public transport systems.
• Conduct stakeholder consultations with public authorities, operators, and sector representatives.
• Establish service design principles and priority corridors for electric transport integration.
• Formulate the phased implementation roadmap from initial phases to long-term rollout.
• Assess capital and operational expenditure models, lifecycle costs, and financing options for infrastructure.

Your role as Electric Mobility and Charging Infrastructure Expert

• Assess technical parameters related to electric mobility, electric vehicles, and charging infrastructure.
• Define indicative vehicle types, fleet sizes, driving autonomy, and operational requirements.
• Design preliminary specifications for recharging facilities, depot layouts, and power grid interfaces.
• Evaluate battery technologies, maintenance requirements, and overall lifecycle costs.
• Contribute to preliminary cost estimations and investment frameworks without requiring detailed engineering studies.
• Participate in stakeholder workshops, validation sessions, and consultations with national counterparts.

Requirements

• Education: Master’s degree or equivalent in electrical engineering, electromechanical engineering, energy, transport, or a relevant field
• Languages: Excellent command of French; proficiency in English is an asset

Desirable

• At least 5 years of experience in electric mobility, electric vehicles, or charging infrastructure, preferably in hot climates or comparable contexts, with mastery of autonomy, batteries, charging, and depots
• Experience working in hot climates or comparable geographic and operational contexts.
• Familiarity with public-private partnership models for transport infrastructure.

An electrical or transport engineer with extensive experience in electric vehicle fleets and charging infrastructure, eager to design sustainable low-emission mobility solutions in challenging climatic environments.
