Aninver Development Partners SL is seeking a Green/Blue Finance Specialist for an upcoming regional assignment funded by CAF – Development Bank of Latin America and the Caribbean. The initiative focuses on designing a robust regional program to promote the transition toward sustainable, resilient, and low-carbon maritime transport and port operations across the Latin America and Caribbean region. The expert will play a pivotal role in shaping financial mechanisms to support sustainable infrastructure and maritime fleet modernization.

The successful candidate will lead the financial component of the consultancy, identifying and designing innovative green and blue financing instruments. They will work closely with regional stakeholders to structure a prioritized portfolio of strategic projects, ensuring that the transition toward low-carbon operations is economically viable and supported by robust funding structures throughout the multicountry region.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Design innovative green and blue financing schemes for sustainable port infrastructure and maritime fleets.
• Structure an initial portfolio of strategic, bankable projects aligned with sustainable blue economy principles.
• Evaluate existing funding mechanisms and financial barriers related to climate action in the maritime and port sectors.
• Collaborate with multidisciplinary teams to integrate financial viability into regional roadmaps and action plans.

Scope of work

• Conduct comprehensive baseline diagnostics of current financing structures and gaps in the regional port and maritime sector.
• Formulate regional strategies and action plans for green fleet decarbonization and sustainable infrastructure funding.
• Develop institutional guidelines and policy recommendations to facilitate private and public investments in green initiatives.
• Identify and design innovative green and blue financing mechanisms for sustainable infrastructure.
• Formulate a prioritized portfolio of strategic projects ready for presentation to financial institutions and investors.
• Design technical capacity-building plans on climate finance for key sector stakeholders.

Your role as Especialista en Financiamiento Verde/Azul

• Lead the financial analysis and design of green and blue financing instruments for the regional program.
• Assess financial instruments linked to sustainability, climate finance, and infrastructure development.
• Structure and prioritize the portfolio of strategic projects for sustainable maritime and port development.
• Collaborate with team members to integrate financial frameworks into regional transition roadmaps.
• Participate in stakeholder dialogues, validation workshops, and regional forums with public and private actors.
• Draft comprehensive reports, guidelines, and recommendations on sustainable finance and investment strategies.

Requirements

• Education: Profesional con experiencia en financiamiento climático, estructuración de proyectos de infraestructura sostenible o análisis de instrumentos financieros vinculados a sostenibilidad
• Experiencia mínima de cinco (5) años en temas relacionados
• Languages: Español

Desirable

• Previous experience working on assignments funded by CAF or other international development banks.
• Familiarity with the maritime transport, logistics, or port infrastructure sectors in Latin America and the Caribbean.

An experienced green and blue finance professional with a strong track record in structuring sustainable infrastructure projects and climate finance instruments, eager to drive low-carbon maritime transitions across Latin America and the Caribbean.
