Aninver Development Partners SL (www.aninver.com) is looking for a Especialista en Financiamiento Verde/Azul for a consultancy assignment financed by CAF - Banco de Desarrollo de América Latina y el Caribe in Multicountry.

Aninver Development Partners is preparing a proposal for CAF - Banco de Desarrollo de América Latina y el Caribe to design a regional sustainable blue economy program for ports and maritime transport across Latin America and the Caribbean. This initiative supports the transition toward low-carbon operations, resilient infrastructure, and alignment with global net-zero targets in the maritime sector.

We are seeking a qualified Green/Blue Financing Specialist to join our multidisciplinary team. The expert will lead the development of innovative financial mechanisms, green investment strategies, and the structuring of an initial portfolio of strategic projects to mobilize climate finance for sustainable port and maritime infrastructure in the region.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Promote the governance and transition toward sustainable, resilient, and low-carbon maritime transport under CAF's Sustainable Blue Economy Strategy.
• Develop regional diagnostics and roadmaps for green-blue ports, integrating climate adaptation and energy efficiency.
• Formulate innovative green and blue financing schemes to facilitate institutional articulation and attract climate investments.

Scope of work

• Elaborate a regional baseline report on port sustainability, including technical diagnostics for strategic ports across Latin America and the Caribbean.
• Formulate a regional roadmap for the transition toward green, blue, and resilient ports.
• Conduct technical analyses of regional maritime transport emissions, priority maritime corridors, and clean fuel alternatives.
• Design the regional roadmap for maritime fleet decarbonization aligned with international net-zero targets.
• Formulate a regional governance framework and capacity-building plan for the sustainable maritime-port sector.
• Develop innovative green and blue financing schemes and structure an initial portfolio of strategic projects for investment mobilization.
• Participate in regional forums and stakeholder engagement activities to validate and articulate consultancy results.

Your role as Especialista en Financiamiento Verde/Azul

• Lead the design and implementation of innovative green and blue financing schemes for sustainable port and maritime infrastructure.
• Analyze financial instruments linked to sustainability and climate change mitigation within the maritime and port sectors.
• Structure an initial portfolio of strategic projects aimed at mobilizing green investments across the region.
• Collaborate with team specialists to ensure financial viability and bankability of the proposed roadmaps and green-blue port initiatives.
• Engage with key public and private stakeholders to assess funding gaps, regulatory incentives, and investment opportunities.
• Contribute technical reports and inputs related to climate finance, green bonds, blended finance, and sustainable investment mechanisms.
• Participate in technical workshops and validation forums with regional stakeholders.

Requirements

• Education: Profesional en disciplinas afines
• Experiencia mínima de cinco (5) años en financiamiento climático, estructuración de proyectos de infraestructura sostenible o análisis de instrumentos financieros vinculados a sostenibilidad
• Languages: Español fluido

Desirable

• Experience working with multilateral development banks, particularly CAF or similar institutions.
• Prior engagement in blue economy, port infrastructure, or maritime transport decarbonization initiatives.

A climate finance and sustainable infrastructure expert with at least 5 years of experience structuring green-blue financial instruments and investment portfolios for multilateral projects in Latin America and the Caribbean.
