Aninver Development Partners is currently preparing a proposal for an upcoming initiative funded by the International Labour Organization (ILO) in Guatemala, focused on promoting decent work through education, skills certification, and job placement. We are seeking a qualified Technical Vocational Education, Competency Certification, and Labor Insertion Specialist to join our expert team for this important social and educational sector assignment.

The overarching goal of the initiative is to develop competencies and foster formal labor insertion to ensure decent employment opportunities for prioritized populations. The successful candidate will play a pivotal role in designing and executing comprehensive employability pathways that effectively bridge market demands with professional training, thereby directly contributing to sustainable socio-economic development in the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the execution of the program's competency development and labor insertion results.
• Design and implement a comprehensive employability route articulating labor demand with professional training.
• Execute competency certification processes for prioritized populations in Guatemala.
• Facilitate the formal labor insertion of participants, ensuring alignment with market needs.
• Promote decent work opportunities through strategic linkages with the private sector.

Scope of work

• Design the complete employability route, establishing mechanisms to link labor demand identification with training offers.
• Develop technical and vocational training programs tailored to the needs of the labor market in Guatemala.
• Implement rigorous competency certification processes to validate the skills and abilities of beneficiaries.
• Manage and secure the effective incorporation of participants into formal employment positions.
• Establish strong coordination frameworks with relevant stakeholders, including private sector entities and educational institutions.
• Monitor, evaluate, and report on the progress and outcomes of training, certification, and placement activities.

Your role as Especialista(s) en formación técnica profesional, certificación de competencias e inserción laboral

• Propose and justify methodologies for technical and vocational training, competency certification, and labor intermediation.
• Lead the design and implementation of vocational training curricula aligned with current market demands.
• Oversee competency certification procedures for targeted beneficiaries to formally recognize their skills.
• Coordinate job placement and labor intermediation strategies to achieve formal insertion targets.
• Build and maintain strategic alliances with private sector employers to facilitate participant hiring.
• Ensure technical coherence and quality across all components of the employability route.
• Draft comprehensive technical reports and deliverables for the donor and project management.

Requirements

• Education: Formación universitaria en educación, ciencias sociales, económicas u otras áreas afines
• Mínimo 3 años de experiencia relevante en diseño e implementación de programas de formación técnica profesional y/o certificación de competencias, intermediación laboral, inserción laboral o vinculación con el sector privado

Desirable

• Previous professional experience working with international organizations or UN agencies such as the ILO.
• Familiarity with European Union-funded cooperation projects and social development initiatives.

An experienced vocational training and labor insertion specialist with a strong background in education, competency certification, and private sector linkages in Guatemala, eager to drive impactful social development outcomes.
