Evaluation Team Member – Remote

Aninver Development Partners SL (www.aninver.com) is looking for a Evaluation Team Member for a monitoring evaluation, humanitarian consultancy assignment financed by IOM in Remote.

Aninver Development Partners is currently preparing a proposal for an upcoming evaluation assignment commissioned by the International Organization for Migration (IOM). We are seeking an expert Evaluation Team Member to support a comprehensive, independent assessment of global rapid response and emergency response mechanisms within the humanitarian sector.

The successful candidate will play a crucial role in delivering a portfolio-level review, comparative case study analysis, stakeholder consultations, and reporting. This remote-based consultancy offers a great opportunity to contribute to institutional learning and strategic decision-making for international emergency response tools over a five-month period.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Assess the design, coherence, and strategic relevance of global rapid response and emergency response mechanisms within the humanitarian framework.
• Evaluate the operational efficiency and timeliness of resource mobilization, deployment, and programme execution.
• Measure the effectiveness and tangible results achieved by programmes assisting populations affected by crises and disasters.
• Identify best practices, operational bottlenecks, and lessons learned to inform future humanitarian programming.
• Deliver actionable, forward-looking recommendations for management and institutional learning.

Scope of work

• Conduct an initial desk review of relevant project documents, strategic frameworks, financial records, and monitoring reports.
• Reconstruct and validate the Theory of Change through stakeholder consultations and collaborative workshops.
• Develop the evaluation matrix, methodology, data collection tools, and detailed work plan in the Inception Report.
• Execute a comprehensive portfolio-level review of emergency interventions and global response operations.
• Conduct comparative case study analyses on selected country operations and humanitarian contexts.
• Carry out stakeholder consultations, key informant interviews, and focus group discussions with headquarters staff, field personnel, donors, and partners.
• Apply mixed-methods research designs to triangulate qualitative and quantitative data.
• Synthesize findings, draft the comprehensive evaluation report, and finalize all associated deliverables.

Your role as Evaluation Team Member

• Contribute to the overall execution of the evaluation framework and mixed-methods research design.
• Review and analyze project documentation, financial records, and monitoring reports related to humanitarian operations.
• Participate in stakeholder consultations, key informant interviews, and focus group discussions with diverse actors.
• Perform comparative case study analyses on selected emergency contexts and country operations.
• Support the triangulation of qualitative and quantitative data to ensure robust, evidence-based findings.
• Collaborate with the Team Leader to draft evaluation reports, synthesize conclusions, and formulate actionable recommendations.

Requirements

• Education: Advanced degree (Master's) in a relevant social science field
• Experience in evaluating programmes in comparable contexts
• Proven expertise in humanitarian response and recovery
• Demonstrated skills in mixed-methods research design
• Languages: Fluency in English (oral and written); knowledge of French and Spanish considered an asset

Desirable

• Knowledge of French as an asset.
• Knowledge of Spanish as an asset.
• Previous evaluation experience with UN agencies or multilateral humanitarian organizations.

An experienced evaluation specialist with a strong background in humanitarian response, recovery programmes, and mixed-methods research design within international contexts.
