Aninver Development Partners SL (www.aninver.com) is looking for a Expert en systèmes d'information for a consultancy assignment in Senegal.

Aninver Development Partners is preparing a proposal for an advisory assignment in Senegal focused on updating and modernizing the national vehicle homologation and technical inspection framework, alongside the construction of a new vehicle testing center under a Public-Private Partnership (PPP) model. To strengthen our expert team, we are seeking a qualified Information Systems Expert.

The selected expert will play a critical role in designing integrated management, traceability, and digitalization systems to support the broader transport sector reform and improve road safety standards across the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Modernize and update the national vehicle homologation and technical inspection framework through advanced digitalization.
• Contribute to the design of an integrated information system for vehicle inspection and traceability.
• Support the operational setup of new infrastructure through robust IT solutions and automated decision-making tools.

Scope of work

• Design an integrated management, traceability, and digitalization system for vehicle homologation and technical inspection.
• Incorporate recommendations from diagnostic studies to set realistic, evolving requirements aligned with international standards.
• Develop an automated decision-making tool to plan inspection line requirements and optimize territorial station coverage over a five-year horizon.
• Collaborate with multidisciplinary team members to ensure seamless integration of IT components within the master plan and PPP structuring phases.

Your role as Expert en systèmes d'information

• Lead all information systems and digitalization workstreams for the modernization of vehicle inspection services.
• Design and structure the architecture for the integrated management and traceability system.
• Develop automated tools to assist in territorial planning and dimensioning of testing lines.
• Ensure proper integration of digital solutions with national transport databases and administrative frameworks.
• Draft technical specifications, reports, and documentation related to information systems.

Requirements

• Minimum Bac+5 engineering degree in Information Systems or equivalent.
• At least 10 years of professional experience in information systems missions.
• Successfully completed at least 2 missions related to information systems within the last 10 years starting from 2016.
• Fluent in French (read, written, and spoken).

Desirable

• Prior experience with information systems in the automotive, transport, or public infrastructure sectors.

An experienced Information Systems Engineer with a strong background in designing digital management and traceability platforms for large-scale public or transport sector projects in Senegal.
