Aninver Development Partners SL (www.aninver.com) is looking for a Fiscal and investment experts pool for a mining, monitoring evaluation, construction consultancy assignment financed by COMESA in Multiple countries.

Aninver Development Partners is currently preparing a proposal for a regional assignment with COMESA focused on the mining sector. We are seeking qualified experts to join our Fiscal and investment experts pool for a multi-country initiative spanning multiple member states.

The consultancy aims to conduct a comprehensive baseline study and profiling of the mining sector, enhance governance and institutional capacities, and promote sustainable natural resource utilization in alignment with regional industrial policies and international standards.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Conduct baseline studies across member states to understand current mineral resource endowments, national mining policies, and investment codes.
  • Assess and improve the investment and fiscal frameworks governing the mining sector to foster sustainable resource-based development.
  • Support the development of normative models for determining equitable profit-sharing rates between mining operators and governments.
  • Implement capacity-building programs for regional and national officials on mining fiscality, contracting, and governance.

Scope of work

  • Assess the level and quality of resource potential data and mineral reserve bases across participating member states.
  • Analyze national mining codes, investment codes, and fiscal frameworks focusing on incentives, profit-sharing, and local economic integration.
  • Examine applicable licensing and contracting regimes between large-scale mining operators and governments to ensure transparency and stability.
  • Evaluate contract-negotiating capacities within member states and draw up normative models for equitable revenue-sharing.
  • Design and deliver capacity-building initiatives addressing mining fiscality, contract negotiation, and best governance practices for mineral rents.

Your role as Fiscal and investment experts pool

  • Lead the review and analysis of mining fiscality and investment frameworks across multiple countries in the region.
  • Draft, review, and advise on mining contracts and fiscal provisions to align with international best practices.
  • Evaluate and model profit-sharing rates and financial arrangements between mining operators and national governments.
  • Engage in the marketing of mining blocks and contribute to investor outreach strategies.
  • Collaborate with multidisciplinary teams to integrate fiscal findings into the broader regional mining sector baseline study.
  • Deliver targeted training and capacity-building workshops for key public sector stakeholders on investment and fiscal matters.

Requirements

  • Education: Master’s degree in mining fiscality or MBA or related disciplines
  • At least 7 years of experience in mining fiscality, improving investment framework of mining sector, drafting and negotiation of mining contracts, and evaluation of sharing rate between mining operator and government
  • Proven thorough experience in marketing mining blocks
  • Languages: Fluency in both written and spoken English and French

Desirable

  • Previous professional experience working within the COMESA region or similar regional economic communities.
  • Experience in conducting capacity-building and training programs for public administration officials.

An experienced fiscal and investment professional with a strong background in mining contracts, fiscality, and regional resource governance, fully bilingual in English and French.
