Aninver Development Partners SL (www.aninver.com) is looking for a Gender and Social Inclusion Expert (ENC 2) for a youth, media consultancy assignment financed by EBRD in Multiple countries.

Aninver Development Partners SL is preparing a technical proposal for an upcoming EBRD-funded framework assignment in Multiple countries focusing on the youth and media sectors. The overarching objective of the programme is to enhance human capital management practices, productivity, and competitiveness among small and medium-sized enterprises (SMEs) by bridging critical skills gaps and strengthening workforce capabilities across the region.

To support this strategic initiative, we are currently seeking a qualified Gender and Social Inclusion Expert (ENC 2) to join our multidisciplinary team. The successful expert will play a pivotal role in integrating gender equality, inclusion principles, and equal opportunity policies into private sector operations, capacity-building programmes, and SME advisory services across the targeted countries.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

  • Improve human capital management, skills development, and operational performance among SMEs through tailored advisory services.
  • Adapt and contextualise human resources competency frameworks to the regulatory, economic, and cultural realities of targeted markets.
  • Strengthen the capacity of local consultants and training providers through specialized train-the-trainer programmes.
  • Provide hands-on human resources and business skills advisory services to selected individual SME clients.
  • Design and implement stakeholder engagement and awareness campaigns to promote technical and vocational skills development.
  • Monitor, evaluate, and report on programme performance, results, and long-term impacts on SME competitiveness and employment.

Scope of work

  • Review and adapt existing human resources management, skills development, and capacity-building toolkits to the local SME context, integrating gender equality and inclusion principles.
  • Design and deliver training programmes and train-the-trainer modules for local consultants, business advisory organisations, and vocational education providers.
  • Deploy targeted technical assistance and advisory services to individual SME clients to upgrade their HR systems and internal management practices.
  • Establish robust equal opportunity policies and inclusive employment initiatives within private sector operations.
  • Establish and manage operational networks with local consulting firms, industry associations, and institutional actors across the target countries.
  • Establish robust monitoring and evaluation frameworks, track key performance indicators, and assess capacity-building outcomes.
  • Prepare periodic progress and impact evaluation reports highlighting gender and social inclusion outcomes for the client.

Your role as Gender and Social Inclusion Expert (ENC 2)

  • Lead the integration of gender equality, diversity, and social inclusion dimensions across all framework activities and toolkits.
  • Design inclusive employment initiatives and equal opportunity policies tailored to the operational realities of SMEs.
  • Provide specialized advisory support and capacity-building to SME clients on workforce management and inclusive human resources practices.
  • Develop and deliver training modules focusing on social inclusion and equitable skills development for local trainers and consultants.
  • Collaborate with multidisciplinary team members to ensure gender and social inclusion indicators are systematically tracked and evaluated.
  • Contribute to stakeholder engagement activities, fostering partnerships with local institutions, industry associations, and community actors.
  • Draft comprehensive progress reports, technical notes, and impact assessments detailing the social inclusion outcomes of the programme.

Requirements

  • Master's degree or equivalent in gender studies, social sciences, human resources management, business administration, international development, or a related field.
  • Minimum of 7 years of professional experience in gender equality, social inclusion, workforce learning, and skills development within private sector or SME development contexts.
  • Proven experience in designing inclusive employment initiatives, gender-sensitive HR systems, and capacity-building programmes.
  • Strong track record of working with SMEs and local stakeholders in developing regions.
  • Excellent analytical, communication, and reporting skills, with the ability to manage multidisciplinary tasks effectively.
  • Professional fluency in English and French (written and spoken) is required.

Desirable

  • Prior professional experience working on EBRD or other international financial institution-funded technical assistance projects.
  • Familiarity with the media and youth sectors in the target countries.
  • Demonstrated experience in managing train-the-trainer programmes in multicultural environments.

An experienced gender and social inclusion specialist with a strong background in SME workforce capacity-building, fluent in English and French, and ready to drive impactful private sector development across multiple countries.
