Aninver Development Partners is seeking a qualified Gender Specialist (National) for an upcoming consultancy assignment in Kazakhstan funded by the European Bank for Reconstruction and Development (EBRD). The initiative focuses on a comprehensive feasibility assessment for modernizing, rehabilitating, and expanding irrigation and water management infrastructure across regional districts.

The selected expert will play a vital role in ensuring that gender mainstreaming principles are properly integrated into the project's technical, environmental, and social dimensions. Objectives of the assignment

• Integrate gender equality and women's empowerment considerations into all project workstreams.
• Ensure compliance with EBRD and international financial institution (IFI) environmental and social requirements regarding gender mainstreaming.
• Support stakeholder engagement activities with targeted outreach to women and vulnerable groups across the project area.
• Contribute to the identification of gender-specific barriers and opportunities within agricultural and water management sectors.

Scope of work

• Conduct gender-responsive stakeholder consultations and socioeconomic surveys across regional districts.
• Analyze existing gender gaps in local agricultural productivity, water access, and irrigation management.
• Formulate gender action plans and practical recommendations for project implementation units and executing agencies.
• Collaborate closely with environmental and social assessment teams to address gender-based risks and opportunities.
• Contribute to reporting deliverables, incorporating gender disaggregated data and performance indicators.

Your role as Gender Specialist (National)

• Lead the national gender assessment in close coordination with international and local multidisciplinary team members.
• Review project documentation, feasibility reports, and stakeholder engagement plans from a gender perspective.
• Facilitate inclusive consultations with local communities, regional authorities, and female beneficiaries.
• Design measures to enhance women's participation in water user associations and agricultural training programs.
• Draft the gender section of the final feasibility assessment report, including monitoring frameworks and actionable recommendations.

Requirements

• Education: Bachelor's degree (or equivalent) in a relevant field
• Practical knowledge of EBRD/IFI E&S requirements and gender mainstreaming
• National of, or based in, the project country

Desirable

• 5 years of experience in similar projects in the required sector desirable
• Prior experience working on EBRD-financed projects in Kazakhstan or Central Asia.
• Familiarity with large-scale irrigation, water management, or agricultural development initiatives.

A dedicated national Gender Specialist with at least 5 years of experience in mainstreaming gender within infrastructure or agricultural projects, possessing deep familiarity with EBRD standards and local contexts in Kazakhstan.
