Aninver Development Partners is seeking a GFT Value Chain and Stakeholder Engagement Expert for an upcoming UNIDO consultancy assignment in Cambodia. This initiative focuses on identifying and developing circular economy investment opportunities within the country's garment, footwear, and travel goods sector, supporting sustainable industrial growth and resource efficiency.
The successful candidate will play a critical role in bridging manufacturing enterprises, industry associations, and investors. By leveraging deep local networks and sector expertise, the expert will facilitate stakeholder consultations, support primary data collection, and help shape actionable investment profiles designed to drive green economic transformation in the region.
Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.
Objectives of the assignment
- Identify and evaluate circular economy investment opportunities related to waste recovery, reuse, recycling, and valorization within Cambodia's GFT value chain.
- Assess resource efficiency and decarbonization initiatives that contribute to material circularity and sustainable industrial practices.
- Engage key market players, including manufacturing plants, recyclers, off-takers, and potential investors, to foster robust partnerships and validate investment potential.
- Support the co-creation of preliminary investment cases and facilitate a high-level stakeholder engagement workshop to review findings.
Scope of work
- Review existing literature, datasets, and policies concerning Cambodia's GFT sector, circular economy practices, and industrial waste flows.
- Map and categorize production waste streams, material types, quantities, and current valorization pathways across the sector.
- Identify key stakeholders across the value chain, including GFT enterprises, industry associations, waste aggregators, and financial institutions.
- Conduct targeted stakeholder consultations and primary data collection to address information gaps and gather industry perspectives.
- Apply transparent evaluation criteria to rank investment opportunities based on technical, market, financial, and execution parameters.
- Contribute to the development of three priority preliminary investment cases and concise investor profiles.
- Help design, organize, and facilitate a hybrid stakeholder and investor workshop to present findings and gather critical feedback.
Your role as GFT Value Chain and Stakeholder Engagement Expert
- Lead stakeholder engagement activities across Cambodia's GFT manufacturing and recycling ecosystem.
- Establish and maintain communication channels with enterprises, industry associations, government institutions, and private-sector actors.
- Support primary data collection, market assessments, and the validation of industrial material and waste flow information.
- Engage manufacturing enterprises, recyclers, off-takers, and investors to identify and structure industrial value chain investment opportunities.
- Contribute local market insights to the technical, market, and operational evaluation of circular economy investment concepts.
- Collaborate with financial and technical experts to align stakeholder feedback with draft investment profiles.
- Assist in planning and facilitating the stakeholder workshop, ensuring effective dialogue and participation from local partners.
Requirements
- Education: Relevant university degree (Bachelors level or higher) in Economics, Business, Industrial Development, Engineering, Environmental Management or another related discipline
- At least five (5) years of relevant professional experience
- Strong knowledge of Cambodia's GFT sector, industrial context and relevant stakeholder landscape
- Relevant experience working with enterprises, industry associations, government institutions and private-sector stakeholders in Cambodia
- Demonstrated experience engaging manufacturing enterprises, recyclers, off-takers and investors to identify and develop investment opportunities in industrial value chains
- Languages: Strong working proficiency in Khmer and English
An experienced stakeholder engagement and value chain specialist with deep roots in Cambodia's GFT sector, proven capability in mobilizing private-sector actors, and strong fluency in both Khmer and English.
