Aninver Development Partners is preparing a technical proposal for an upcoming UNDP-supported initiative in Tanzania, United Republic of, focused on strengthening institutional and community capacities to manage complex challenges through advanced technology solutions. The assignment entails the design, development, deployment, capacity building, and technical support for an integrated monitoring, early-warning, and visualization platform.

To deliver this high-impact assignment, we are seeking a qualified GIS and Spatial Data Specialist to join our international expert team. The successful candidate will play a pivotal role in shaping the spatial architecture, geospatial analytics, and visualization modules, ensuring that all systems align with local operational realities and data sovereignty requirements in Tanzania.

Objectives of the assignment

• Establish a robust trajectory-based early warning system and behavioral anomaly detection module utilizing advanced geospatial analytics.
• Deploy a habitat and resource stress prediction module alongside measurable performance targets for all predictive spatial functions.
• Implement a comprehensive analytical dashboard and performance visualization system for enhanced environmental monitoring and patrol coordination.
• Ensure seamless integration of existing wildlife and vehicle tracking infrastructure with the newly developed geospatial platform.
• Deliver targeted capacity building, knowledge transfer, and operational training to local stakeholders and authorized institutions.

Scope of work

• Conduct technical consultations with local stakeholders and partner institutions to finalize functional and technical spatial specifications.
• Build the integrated monitoring and early-warning platform, incorporating vehicle and scout tracking, predictive analytics, and spatial modeling modules.
• Connect existing collar-tracking infrastructure and pilot the monitoring hub and performance visualization systems within target ecosystems.
• Conduct rigorous functional, security, and field-operational testing, establishing measurable performance targets for precision and model confidence.
• Deliver extensive user training, technical documentation, and knowledge transfer to ensure independent local management and hosting of geospatial data.

Your role as GIS and Spatial Data Specialist

• Lead the design and implementation of GIS and spatial data components within the integrated monitoring and early-warning platform.
• Integrate existing wildlife and vehicle tracking infrastructure with spatial databases and visualization dashboards.
• Develop and calibrate spatial models for trajectory-based early warning, behavioral anomaly detection, and habitat stress prediction.
• Collaborate with software engineers and data scientists to ensure seamless data flow and accurate geospatial representation on analytical dashboards.
• Conduct rigorous testing of spatial data accuracy, tracking feeds, and mapping functionalities under field-operational conditions.
• Provide technical training and capacity building to local stakeholders and institutional partners on GIS tools, mapping software, and system maintenance.
• Contribute to technical documentation, user manuals, and reports detailing spatial system architecture and operational guidelines.

Requirements

• Education: Relevant university degree
• Demonstrated expertise in GIS and spatial data
• Languages: English

Desirable

• Previous professional experience working on digital transformation or conservation technology projects in East Africa.
• Experience delivering technical training and capacity-building programs to government or community stakeholders.
