Aninver Development Partners is seeking an expert Health and Safety Specialist for an upcoming feasibility assessment initiative in Kazakhstan. Funded by the European Bank for Reconstruction and Development (EBRD), this project focuses on modernizing, rehabilitating, and expanding irrigation and water management infrastructure across several regional districts to enhance agricultural productivity, water security, and climate resilience.

The selected Health and Safety Specialist will play a pivotal role in ensuring that all proposed infrastructure works, including major water reservoirs and irrigation systems, comply with stringent international financial institution (IFI) standards. The expert will join a multidisciplinary team conducting comprehensive technical, environmental, and social due diligence to support sustainable agricultural development in the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Ensure comprehensive compliance with EBRD Performance Requirements regarding occupational and community health and safety.
• Evaluate health and safety risks associated with the rehabilitation and expansion of large-scale irrigation systems and water reservoirs.
• Integrate robust safety protocols into the design, construction, and operational frameworks of the irrigation project.
• Collaborate with environmental and social teams to align field investigations and stakeholder engagements with international best practices.

Scope of work

• Assess current occupational and community health and safety risks across project sites in the target regions.
• Review infrastructure designs and operational plans for major water reservoirs, dams, and irrigation networks from a safety perspective.
• Contribute to Environmental and Social Impact Assessments (ESIA) and due diligence audits for Category A and Category B components.
• Formulate mitigation measures, safety management plans, and institutional strengthening frameworks for executing agencies.
• Support stakeholder engagement activities and address community-level safety concerns related to physical or economic project footprints.

Your role as Health and Safety Specialist

• Lead the health and safety workstream within the broader environmental and social assessment framework.
• Evaluate contractor safety management systems and compliance with local regulations and international IFI standards.
• Identify potential occupational hazards and community safety risks linked to dam construction and irrigation operations.
• Draft detailed health and safety sections for project feasibility reports, ESIA documentation, and management plans.
• Participate in stakeholder consultations and field missions to inspect existing infrastructure and verify safety conditions.

Requirements

• Education: Academic degree relevant to IFI health and safety standards (civil engineering, industrial process safety, etc.)

Desirable

• Preferably 10 years relevant experience including major water reservoir/dam construction/operation and irrigation projects, occupational and community health and safety
• Working knowledge of Russian or Kazakh to facilitate local stakeholder engagement and document review.
• Prior professional experience in Kazakhstan or the broader Central Asia region.

An experienced Health and Safety Specialist with a strong background in major water infrastructure projects, well-versed in IFI standards and dedicated to ensuring safe working and living conditions.
