Aninver Development Partners is seeking an expert for an upcoming UNIDO-supported initiative focused on enhancing trade competitiveness, market access, and regional industrial development in the health sector. The assignment involves comprehensive value chain mapping, diagnostics, and upgrading strategies across selected regional economic communities in Africa.

The overarching programme addresses market access challenges, regulatory harmonization, and industrial upgrading within the pharmaceutical components value chain. The Industrial Development and Investment Expert will play a critical role in analyzing market systems, promoting investments, and identifying actionable interventions to strengthen regional manufacturing capabilities and economic competitiveness.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct system-based diagnostics of the pharmaceutical components value chain to identify high-impact interventions.
• Evaluate trade, investment, and demand-side market shaping to boost regional manufacturing competitiveness.
• Assess economic competitiveness and support the development of prioritization frameworks and intervention roadmaps.
• Contribute to stakeholder validation workshops and comprehensive regional assessment reports.

Scope of work

• Validate priority product segments and support the creation of country prioritization matrices.
• Analyze policy, governance, and investment architectures affecting pharmaceutical manufacturing.
• Evaluate industrial clusters, shared infrastructure platforms, and financing systems.
• Examine enterprise structures, production systems, and firm-level upgrading readiness.
• Synthesize findings into traceable evidence bases and actionable regional roadmaps.

Your role as Industrial Development and Investment Expert (per regional team)

• Lead analytical tasks related to industrial development, investment promotion, and market systems analysis within the assigned regional team.
• Assess macro-level economic competitiveness, trade flows, and investment opportunities for regional pharmaceutical manufacturing.
• Collaborate with multidisciplinary experts to evaluate meso-level industrial infrastructure, support systems, and financing mechanisms.
• Contribute to micro-level enterprise assessments, evaluating production systems and manufacturing capabilities.
• Develop illustrative investment cases and review technology transfer channels.
• Draft technical sections of regional diagnostic reports and participate in stakeholder validation workshops.

Requirements

• Education: Relevant professional qualifications
• Experience in industrial development, investment promotion, market systems analysis, and pharmaceutical value chains
• Languages: Proficiency required per regional team language requirements

Desirable

• Previous professional experience working with UN agencies or international development organizations in Africa.
• Familiarity with regional economic communities and integration frameworks in Africa.

An experienced industrial development and investment specialist with a strong background in market systems analysis, investment promotion, and pharmaceutical or health sector value chains in Africa.
