Aninver Development Partners SL (www.aninver.com) is looking for a Key Expert 1 – Team Leader / Industrial Energy Efficiency and Capacity Building Expert (International/National) for a infrastructure, environment, social protection consultancy assignment financed by UNIDO in Philippines.

Aninver Development Partners SL is currently preparing a proposal for a UNIDO-funded consultancy assignment in the Philippines focusing on industrial decarbonization, energy efficiency, and market transformation. The initiative targets key industrial and regional landscapes, aiming to foster transformative actions for climate and ecological protection through enhanced technical capacities, Energy Management Systems (EnMS), and green investments.

To lead this strategic capacity building initiative, we are seeking a qualified Key Expert 1 – Team Leader / Industrial Energy Efficiency and Capacity Building Expert. The successful candidate will drive the overall implementation of the assignment, coordinating multidisciplinary technical assistance to support Micro, Small, and Medium Enterprises (MSMEs), Energy Service Companies (ESCOs), and institutional partners across the target regions.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Design, develop, and deliver a comprehensive, competency-based capacity building programme accelerating industrial energy efficiency in the Philippines.
• Promote ESCO market development and support climate-smart practices among MSMEs and local stakeholders.
• Conduct thorough training needs and competency assessments across designated project regions and beneficiary groups.
• Integrate gender equality and social inclusion (GESI) principles throughout all capacity building activities and institutional frameworks.

Scope of work

• Conduct training needs assessments, stakeholder consultations, and data collection to evaluate baseline technical capacities of MSMEs, ESCOs, and local institutions.
• Develop modular, competency-based training curricula, guidelines, and manuals tailored to different stakeholder groups.
• Design specialized training modules on industrial energy efficiency, Energy Management Systems (EnMS), climate-smart technologies, and ESCO business development.
• Roll out and deliver in-person and hybrid training courses, workshops, and technical coaching sessions across designated project locations.
• Provide hands-on technical assistance and mentoring to selected MSMEs and energy practitioners to facilitate practical application of energy measures.
• Conduct post-training evaluations, measure competency improvements, and submit comprehensive progress and completion reports.

Your role as Key Expert 1 – Team Leader / Industrial Energy Efficiency and Capacity Building Expert (International/National)

• Provide overall technical and administrative leadership for the multidisciplinary team throughout the 12-month assignment.
• Oversee the design and execution of the training needs assessment and the formulation of priority competency pathways.
• Lead the development of curricula and specialized training modules focused on industrial energy efficiency, EnMS, and industrial decarbonization.
• Facilitate high-level stakeholder coordination with national government agencies, industry associations, and international development partners.
• Direct the delivery of interactive capacity building programmes, technical workshops, and hands-on mentoring for local beneficiaries.
• Ensure the integration of gender equality and social inclusion (GESI) principles across all technical deliverables and training frameworks.
• Manage quality assurance for all project outputs, ensuring alignment with UNIDO standards and the overall objectives of the initiative.

Requirements

• Education: Advanced university degree in engineering, energy, environmental sciences, industrial development or another relevant discipline
• Minimum 10 years of professional experience in industrial energy efficiency, Energy Management Systems (EnMS), industrial decarbonization, climate-smart technologies and capacity building
• Demonstrated experience leading multidisciplinary technical assistance assignments funded by international organizations
• Languages: English

Desirable

• Prior experience working on industrial and regional landscape initiatives within the Philippines.
• Familiarity with UNIDO operational procedures and international development frameworks.

An experienced Team Leader and Industrial Energy Efficiency Expert with a strong background in leading international technical assistance projects, deploying Energy Management Systems, and delivering capacity building programmes for industrial decarbonization.
