Aninver Development Partners SL is currently seeking an experienced Key Expert 3 – National Stakeholder Engagement and MSME Development Expert (National) for an upcoming UNIDO-funded initiative in the Philippines. The assignment focuses on fostering transformative actions for climate and ecological protection by driving industrial decarbonization, energy efficiency, and market transformation across key industrial and regional landscapes.

The successful candidate will play a pivotal role in bridging knowledge gaps and supporting Micro, Small, and Medium Enterprises (MSMEs) through targeted stakeholder engagement and capacity building. This role requires close coordination with national government agencies, industry associations, and local stakeholders to ensure localized ownership, environmental protection, and sustainable economic impact.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Design and execute a thorough training needs and competency assessment across target regions and beneficiary groups.
• Facilitate active engagement and strong partnerships with national government agencies, MSMEs, and industry associations.
• Support the design and delivery of a comprehensive, competency-based capacity building programme tailored to local enterprises.
• Promote industrial energy efficiency, Energy Management Systems (EnMS), and climate-smart practices among MSMEs.

Scope of work

• Design assessment tools and questionnaires to evaluate baseline knowledge, technical capacities, and specific needs of MSMEs, ESCOs, and local institutions.
• Conduct stakeholder consultations, site visits, and data collection across designated regional project locations.
• Analyze findings and submit a comprehensive needs assessment report outlining priority competency gaps and tailored training pathways.
• Design modular, competency-based training curricula and learning materials tailored to different stakeholder groups.
• Develop specialized training modules on industrial energy efficiency, EnMS, climate-smart technologies, and business development.
• Roll out and deliver in-person and hybrid training courses, workshops, and technical coaching sessions across project locations.
• Provide hands-on technical assistance and mentoring to selected MSMEs to facilitate the practical application of efficiency measures.

Your role as Key Expert 3 – National Stakeholder Engagement and MSME Development Expert (National)

• Lead national stakeholder engagement activities, ensuring continuous communication and collaboration with government counterparts, industry associations, and local actors.
• Coordinate closely with MSMEs to drive participation in capacity building programmes and technical coaching sessions.
• Contribute local market insights and contextual knowledge to the design of needs assessment tools and training curricula.
• Facilitate stakeholder consultations, workshops, and field-level data collection across target regions.
• Support the roll-out of training courses and provide direct implementation support for MSME development initiatives.
• Assist in conducting post-training evaluations to measure competency improvements and knowledge retention among local participants.
• Contribute to regular progress reporting and final assignment documentation.

Requirements

• Education: University degree in industrial development, engineering, economics, business administration or another relevant discipline
• Minimum 7 years of professional experience in MSME development, industrial development, energy efficiency or related fields
• Demonstrated experience working with Philippine government agencies, MSMEs, industry associations and local stakeholders
• Languages: English and Filipino/local languages
• National of, or based in, the project country

Desirable

• Prior experience working on international organization-funded technical assistance projects in the Philippines.
• Familiarity with industrial energy management systems, decarbonization, or climate-smart practices for small and medium enterprises.

An experienced national stakeholder engagement and MSME development professional with a strong background in industrial development and deep familiarity with Philippine government agencies and local business networks.
