Aninver Development Partners is preparing a consulting proposal for the Nordic Environment Finance Corporation (NEFCO) concerning a mid-term evaluation of a prominent clean cooking initiative in Ukraine. The assignment focuses on accelerating access to modern, higher-tier clean cooking services through private sector engagement and sustainable local business models within the environment sector.

The evaluation serves accountability, learning, and strategic decision-making needs for the donor, implementing partners, and key stakeholders. • Analyse implementation progress and explain variation in performance across cooking service providers, technologies, and business models.
  • Assess additionality, sustainability prospects, and contribution to market development and private sector scale-up.
  • Generate forward-looking insights and actionable recommendations for future clean cooking programming, donor strategies, and financing mechanisms.

Scope of work

  • Review strategic documents, project designs, theory of change, and implementation frameworks.
  • Assess implementation progress and efficiency in addressing key barriers to private sector scale-up.
  • Evaluate programme additionality, sustainability prospects, and market development impacts.
  • Conduct stakeholder consultations and analyse performance data across different technologies and business models.
  • Synthesise findings to generate lessons learned and strategic recommendations for adaptive management.

  • Contribute to the analysis of implementation progress and local market dynamics.
  • Assist in drafting evaluation reports and gathering local contextual evidence.
