Aninver Development Partners SL (www.aninver.com) is looking for a Local Facilitator - Rwanda for a private sector consultancy assignment financed by UNDP in Rwanda.
Aninver Development Partners is seeking a qualified Local Facilitator for an upcoming UNDP-supported initiative focused on private-sector development and regional trade in Rwanda. Special Economic Zones (SEZs) serve as core pillars of industrial policy, acting as platforms for investment attraction, manufacturing expansion, and employment creation, while the African Continental Free Trade Area provides the architecture to convert this industrial base into cross-border trade.
Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

- Strengthen the trade opportunity pipeline with grounded, country-specific evidence.
Scope of work
- Design and adapt sampling approaches for SEZ tenant firms and prospective MSME suppliers in Rwanda.
- Collect firm-level data through structured engagements and interviews with local SEZ operators, tenant firms, and anchor buyers.
- Coordinate closely with the core team to ensure data compatibility with the initiative's digital enterprise and supply-chain instruments.
- Identify buyer-supplier matches, production capacities, certification statuses, and logistics constraints.
- Map firm-level constraints to relevant barriers and solutions identified in the wider diagnostic frameworks.
- Assist in capturing women- and youth-led MSME suppliers in alignment with inclusive growth commitments.

- Support the national-level validation of findings and coordinate closely with country offices and research partners.
- Contribute local insights to the synthesis reports and opportunity pipeline refinements.
Requirements
- Demonstrated professional experience in private-sector development, trade facilitation, value-chain analysis, or economic research in Rwanda.
- Strong familiarity with the operational landscape of Special Economic Zones and local industrial ecosystems in the country.
- Proven track record in stakeholder engagement, conducting interviews, and administering data collection with business executives and SMEs.
