Local Facilitator - Senegal

Aninver Development Partners SL (www.aninver.com) is looking for a Local Facilitator - Senegal for a construction, gender, law consultancy assignment financed by Enabel in Senegal.

Aninver Development Partners is preparing a proposal for an upcoming consulting assignment funded by Enabel in Senegal. We are seeking a qualified Local Facilitator to support the institutional and operational strengthening of Women in Tech communities. This initiative aims to enhance the long-term sustainability, governance, and impact of regional tech networks through structured capacity building, stakeholder engagement, and ecosystem positioning.

The successful candidate will play a pivotal role in driving local implementation, facilitating participatory processes, and bridging community advocacy with systemic barriers in the technology sector. Operating within the national context of Senegal, the expert will work closely with women-led tech networks, ecosystem actors, and institutional partners to deliver locally driven, sustainable outcomes under this Enabel-funded programme.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Conduct landscape and baseline assessments of Women in Tech communities in Senegal.
• Facilitate organizational co-design around governance, internal structures, and membership models.
• Develop robust value offerings and strategic ecosystem positioning for local tech communities.
• Link community advocacy efforts to concrete barriers such as finance, markets, and online safety.
• Establish a sustainable national and cross-country coordination architecture.
• Develop local facilitation capacity and ensure long-term consolidation, handover, and sustainability.

Scope of work

• Execute an inception and landscape analysis to map stakeholder ecosystems and identify operational bottlenecks in Senegal.
• Lead participatory co-design processes with community stakeholders to establish appropriate governance structures and legal frameworks.
• Design tailored value propositions and membership benefits to enhance community engagement and financial sustainability.
• Develop frameworks linking community advocacy directly to systemic barriers faced by women in technology.
• Establish effective national and cross-country coordination mechanisms to ensure long-term autonomy.

Your role as Local Facilitator - Senegal

• Serve as the primary local facilitation contact for Women in Tech communities in Senegal.
• Deliver targeted training and capacity-building activities to strengthen local networks.
• Facilitate stakeholder consultations, workshops, and participatory governance co-design sessions.
• Provide backbone support and operational guidance to women-led tech networks and ecosystem actors.
• Collaborate with international team members to align national findings with regional programme objectives.
• Draft progress reports, landscape assessments, and capacity-building documentation in French.

Requirements

• Bachelor's degree in a relevant field such as social sciences, development studies, law, construction, or business.
• Professional working proficiency in French is mandatory.
• Demonstrated professional experience in community facilitation, capacity building, or network development.
• Prior experience delivering community or network development assignments in Francophone Africa.
• Strong understanding of the local tech and innovation ecosystem in Senegal.
• National of, or based in, the project country

Desirable

• Experience working on donor-funded projects, specifically with Enabel or similar agencies.
• Familiarity with gender equality, women's empowerment, and tech entrepreneurship initiatives.
• Proven track record in multi-stakeholder collaboration and organizational development.

An experienced local facilitation specialist with a strong background in community capacity building and network development in Senegal, fluent in French and ready to support women-led tech ecosystems.
