Aninver Development Partners is preparing a proposal for a prospective consultancy assignment funded by the Secretariat of the Pacific Regional Environment Programme (SPREP). The project focuses on the environment sector across multiple countries in the Pacific region, specifically supporting National Meteorological Services to modernize the Traditional Knowledge Database (TKDB) platform used for weather and climate forecasting.
We are currently seeking a qualified Local Technical Facilitator (Pacific Islands) to support the successful execution of this 4-month assignment. The expert will play a critical role in bridging technical development and regional context, ensuring the modernized platform meets user needs, maintains data sovereignty, and operates effectively across participating Pacific island nations.

- Facilitate regional stakeholder engagement and align system design with local workflows across multiple Pacific countries.
- Ensure seamless migration, robust backup capabilities, and offline data capture functionalities in low-connectivity environments.
- Promote country-owned deployments that preserve data sovereignty and appropriate access control for culturally sensitive information.
Scope of work
- Review current TKDB architecture, workflows, and operational materials alongside regional stakeholders.
- Contribute to solution design for a modern TKDB v5 platform that reflects real traditional knowledge workflows.
- Support the development of intuitive web-based interfaces for data entry, search, administration, and reporting.
- Assist in designing a repeatable deployment model that reduces reliance on complex virtual machine setups across country instances.
- Support data migration strategies from TKDB v4 to v5, validating the integrity and completeness of database content and media files.
- Facilitate training, handover, and user testing sessions with regional stakeholders and National Meteorological Services.
Your role as Local Technical Facilitator (Pacific Islands)
- Serve as the primary local technical liaison between the development team, SPREP, and regional stakeholders.
- Facilitate consultations with National Meteorological Services and community users to gather operational requirements.
- Translate regional workflow needs into practical system design recommendations for the development team.
- Assist in testing and validating the user-friendliness and offline capabilities of the TKDB v5 platform.
- Support local deployment, configuration, and capacity-building activities across participating countries.
- Contribute to the preparation of user documentation and training materials tailored to regional contexts.
