Aninver Development Partners is seeking a qualified Monitoring and Evaluation (M&E) Expert for an upcoming framework assignment funded by the European Bank for Reconstruction and Development (EBRD). The initiative focuses on enhancing human capital management, skills development, and operational performance among small and medium-sized enterprises (SMEs) across multiple countries in Sub-Saharan Africa.

The overarching programme aims to bridge critical skills gaps, strengthen local workforce capabilities, and improve the competitiveness of SMEs through targeted advisory services, capacity building, and institutional support. The successful candidate will play a pivotal role in designing robust measurement frameworks, tracking key performance indicators, and evaluating the long-term impact of private sector development and skills enhancement activities.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Establish comprehensive monitoring, evaluation, and reporting frameworks for multi-country SME support activities.
• Track key performance indicators relating to human capital management, capacity-building outcomes, and workforce learning.
• Assess the long-term impact of the programme on SME competitiveness, productivity, and employment generation.
• Ensure the integration of data collection protocols across all participating countries and local project streams.
• Deliver clear, evidence-based progress and impact evaluation reports to the client.

Scope of work

• Designing and implementing robust monitoring and evaluation frameworks for the multi-country framework agreement.
• Defining and tracking key performance indicators (KPIs) to measure the success of SME advisory services and capacity-building initiatives.
• Collecting, aggregating, and analysing quantitative and qualitative data related to workforce development and HR systems strengthening.
• Assessing capacity-building outcomes, training delivery effectiveness, and inclusion principles across target markets.
• Collaborating with local consultants and project teams to ensure consistent data collection and adherence to quality standards.
• Preparing comprehensive periodic progress reports, impact evaluations, and milestone documentation for the donor.

Your role as Monitoring and Evaluation (M&E) Expert (ENC 3)

• Design the overarching M&E strategy and logical framework for the multi-country programme.
• Develop data collection tools, methodologies, and reporting templates for ongoing technical assistance and training activities.
• Monitor project implementation progress against established performance targets and indicators.
• Conduct data analysis to measure the direct impact of advisory services on SME performance and workforce capabilities.
• Draft regular monitoring reports, mid-term reviews, and final impact evaluations for internal and client use.
• Coordinate closely with team members and local stakeholders to address data gaps and ensure accurate reporting.

Requirements

• Advanced degree in Economics, Statistics, Social Sciences, Business Administration, or a related field.
• Proven professional experience in designing and implementing M&E frameworks for international development or private sector support projects.
• Demonstrated expertise in quantitative and qualitative data collection, analysis, and impact evaluation methodologies.
• Strong background in monitoring skills development, employment, or SME competitiveness programmes.
• Excellent analytical, reporting, and organisational skills with strong attention to detail.
• Professional proficiency in English and French.

Desirable

• Previous work experience in Sub-Saharan African markets.
• Familiarity with EBRD or other international financial institution reporting standards and procedures.
• Experience incorporating gender equality and inclusion metrics into M&E frameworks.

An analytical and results-driven M&E professional with extensive experience evaluating private sector development and skills enhancement programmes in international contexts.
