National Expert in Financial Management – Ecuador

Aninver Development Partners SL (www.aninver.com) is looking for a National Expert in Financial Management for a education, governance consultancy assignment financed by CAF - Development Bank of Latin America and the Caribbean in Ecuador.

Aninver Development Partners is preparing a consulting proposal for an initiative supported by CAF - Development Bank of Latin America and the Caribbean in Ecuador. The overarching goal is to strengthen institutional capacities within the governance and education sectors by developing a specialized diploma program focused on fiscal management and local public investment.

We are currently seeking a qualified National Expert in Financial Management to contribute local expertise and technical rigor to this important capacity-building endeavor in Ecuador. The successful candidate will play a pivotal role in shaping educational offerings aimed at municipal officials and specialized professionals.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the planning and execution of methodological and operational aspects for the training program.
• Contribute to the academic, curricular, and pedagogical design of the financial management diploma.
• Develop practical tools, case studies, and technical materials applicable to local fiscal management and public investments.
• Facilitate coordination with local academic institutions and educational partners in Ecuador.
• Support instructional training and the successful rollout of the program's initial cohort.

Scope of work

• Execute methodological and operational planning for the advisory services.
• Design the academic, curricular, pedagogical, and instructional framework for a blended-learning diploma.
• Define entry and exit profiles, learning modules, objectives, and evaluation methodologies.
• Produce technical and didactic materials, multimedia resources, and practical case studies.
• Curate bibliography and consolidate practical tools for fiscal management and local investment projects.
• Configure and upload content to the designated virtual learning platform.
• Identify, map, and evaluate potential academic partners and universities in Ecuador for joint program delivery.
• Train instructors and tutors and support the launch of the first cohort.

Your role as National Expert in Financial Management

• Provide specialized national expertise in financial management, public investment, and fiscal administration.
• Contribute to the curriculum development and structuring of modules related to financial and fiscal management.
• Develop practical, context-specific case studies and learning instruments tailored to the national institutional framework.
• Collaborate with team members to integrate financial management topics into the blended learning platform.
• Assist in mapping and engaging key educational partners and academic institutions within the country.
• Participate in capacity-building activities, including training local instructors and tutors.
• Ensure alignment of all financial management content with the overarching educational and governance objectives.

Requirements

• Professional background related to public management, territorial development, fiscal management, public investment, or project management.
• Demonstrated professional experience in similar training programs, professional education, or institutional strengthening initiatives.
• Strong understanding of the financial and fiscal management context in Ecuador.
• Excellent communication and teamwork skills to collaborate effectively with international and local stakeholders.
• Fluency in Spanish is mandatory.
• National of, or based in, the project country

Desirable

• Prior experience working on donor-funded technical assistance projects, specifically with multilateral financial institutions.
• Established network and prior working relationships with academic institutions or local governments in Ecuador.

A seasoned financial management professional with strong experience in public sector capacity building, curriculum design, and institutional strengthening within Ecuador.
