National Finance Expert – Energy and Financial Sector – Ethiopia

Aninver Development Partners SL (www.aninver.com) is looking for a National Finance Expert – Energy and Financial Sector for a finance consultancy assignment financed by UNDP in Ethiopia.

Aninver Development Partners SL is currently preparing a proposal for an upcoming advisory assignment funded by UNDP in Ethiopia, focusing on scaled-up financing for renewable energy minigrids. The initiative aims to strengthen the analytical, institutional, and partnership foundations necessary to mobilize sustainable private and blended investments, supporting universal electricity access through innovative delivery models.

To successfully execute this mandate, we are seeking a qualified National Finance Expert – Energy and Financial Sector to lead localized financial assessments, stakeholder engagements, and the design of targeted financial mechanisms. The expert will play a critical role in bridging the gap between local banking systems and renewable energy investment needs in the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Contribute meaningfully to scaled-up financing components for renewable energy minigrids in Ethiopia.
• Assess the domestic financial ecosystem and map relevant actors, constraints, and opportunities.
• Support participatory modeling exercises comparing financial needs, risks, and derisking options.
• Develop practical financial mechanism concept notes and knowledge products to address priority financing barriers.

Scope of work

• Contribute to the preparation of an integrated inception report and detailed workplan.
• Conduct structured consultations with domestic financial institutions, government counterparts, and development partners.
• Map relevant financial actors and existing or emerging financing initiatives within the national landscape.
• Assess capitalization models, revenue-sharing mechanisms, risk allocation, debt eligibility, and tariff implications.
• Support a participatory modeling exercise analyzing financing costs and derisking options across different delivery models.
• Develop 2–3 concise financial mechanism concept notes addressing priority investment and financing barriers.
• Engage in bilateral discussions and high-level dialogues to socialize and refine proposed financial concepts.

Your role as National Finance Expert – Energy and Financial Sector

• Lead national-level financial assessments relating to renewable energy, infrastructure, and cooperative enterprises.
• Analyze Ethiopia's financial sector and identify financing constraints and opportunities affecting decentralized energy investments.
• Perform financial analysis, credit assessment, and support the design or implementation of financing instruments.
• Facilitate structured consultations and engagement with domestic financial institutions and development partners.
• Contribute technical inputs to financial structuring considerations and risk-sharing mechanisms.
• Collaborate closely with multidisciplinary team members to integrate financial findings into broader project deliverables.
• Draft clear, concise financial mechanism concept notes and contribute to final knowledge products.

Requirements

• Education: Advanced university degree (Master's degree or equivalent) in finance, economics, banking, business administration or another relevant field
• At least 7 years of relevant professional experience in Ethiopia in banking, investment, project finance, renewable-energy finance and/or development finance
• Languages: English (Knowledge of relevant Ethiopian working languages would be an advantage)
• National of, or based in, the project country

Desirable

• Relevant experience with commercial lending, concessional finance, credit lines, guarantees, risk-sharing mechanisms, and blended finance.
• Prior experience engaging with domestic financial institutions, development finance institutions, and government entities.

An experienced Ethiopian finance professional with a strong background in banking, project finance, and renewable energy investments, equipped with deep knowledge of the local financial sector and excellent stakeholder engagement skills.
