National Urban Transport and Institutional Coordination Expert – Djibouti

Aninver Development Partners SL (www.aninver.com) is looking for a National Urban Transport and Institutional Coordination Expert for a transport consultancy assignment financed by UNDP in Djibouti.

Aninver Development Partners is currently preparing a proposal to submit to UNDP for a consultancy assignment focused on developing a strategic green urban mobility roadmap in Djibouti. To strengthen our expert team for this initiative, we are seeking a qualified National Urban Transport and Institutional Coordination Expert to support local stakeholder engagement, institutional mapping, and field data collection.

The selected expert will play a critical role in bridging international methodologies with the local operational landscape. Working closely with public authorities, transport unions, private operators, and community stakeholders, the expert will facilitate comprehensive field surveys and ensure smooth institutional coordination throughout the implementation of the green transport roadmap.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support the national institutional coordination and stakeholder engagement process for the green urban mobility initiative in Djibouti.
• Facilitate comprehensive field surveys, institutional interviews, and consultations with informal transport actors, unions, and local communities.
• Consolidate existing data and studies relating to urban mobility, public transport structures, and local operating models.
• Contribute local context expertise to the phased implementation roadmap, institutional arrangements, and investment planning.

Scope of work

• Contribute to the inception phase by reviewing available urban mobility documents and assisting with methodological approaches and stakeholder mapping.
• Conduct field surveys, data collection exercises, and targeted interviews with transport operators, unions, and relevant institutional stakeholders.
• Support technical and institutional analyses regarding existing private minibus operations and prevailing operational frameworks.
• Assist in designing inclusive stakeholder consultation workshops involving institutional actors, operators, and civil society groups.
• Integrate cross-cutting principles such as gender inclusivity, accessibility, and local community safety into the stakeholder engagement process.
• Contribute to drafting, reviewing, and finalizing the strategic investment roadmap deliverables in close collaboration with the core team.

Your role as National Urban Transport and Institutional Coordination Expert

• Lead local institutional coordination efforts and maintain effective working relationships with public authorities, transport unions, and private operators in Djibouti.
• Design and execute field surveys, focus groups, and interviews with key mobility sector actors to gather operational and socioeconomic data.
• Map out the current urban transport ecosystem, identifying key stakeholders, informal operators, and institutional bottlenecks.
• Support the formulation of institutional responsibilities and governance frameworks outlined in the phased implementation roadmap.
• Facilitate stakeholder workshops and consultation sessions, ensuring active participation from local communities, women, youth, and vulnerable groups.
• Provide local context insights and ensure that all proposed institutional and operational measures align with national development priorities.

Requirements

• Education: Bachelor’s degree or equivalent in transport, urban planning, energy, environment, economics, social sciences, or a relevant field
• At least 5 years of professional experience in Djibouti or a comparable regional context, with in-depth knowledge of Djibouti's urban transport sector, unions, operators, and field survey experience
• Languages: Command of French and knowledge of local languages is an asset

Desirable

• Knowledge of local languages spoken in Djibouti.
• Prior professional experience working on UNDP or other international donor-funded assignments.

An experienced national transport and institutional specialist with deep knowledge of Djibouti's urban mobility landscape, established connections with local transport unions and operators, and proven expertise in field surveys and stakeholder engagement.
