Aninver Development Partners SL (www.aninver.com) is looking for a Pool 1: Pool in Blue Economy of 3 experts with international experience for a agriculture, rural development, governance consultancy assignment financed by GIZ in Tanzania.

Aninver Development Partners SL is seeking qualified international experts for an upcoming GIZ-funded initiative focusing on sustainable blue businesses, economic growth, and job creation in coastal regions of Tanzania. We are assembling a pool of three international specialists to provide high-level technical advisory services in the blue economy sector.

The assignment aims to foster inclusive value chains, capacity building, financial inclusion, and robust monitoring frameworks within the fisheries and aquaculture sectors. The selected experts will work closely with public institutions, private sector actors, and local communities to implement market-driven interventions and sustainable business models.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Support aquaculture value chain development and sustainable blue businesses in coastal regions.
• Design and upgrade training curricula based on Competency-Based Education and Training (CBET) principles.
• Foster financial inclusion and business development within the blue economy.
• Implement robust monitoring, evaluation, and learning (MEL) systems to track project impacts.

Scope of work

• Conduct detailed assessments of targeted aquaculture and fisheries value chains to identify bottlenecks and upgrading strategies.
• Strengthen institutional capacities of TVET providers, business chambers, and local associations.
• Facilitate linkages between micro, small, and medium enterprises (MSMEs), producers, and financial service providers.
• Implement monitoring and evaluation frameworks to track project outputs and outcomes across intervention sites.

Your role as Pool 1: Pool in Blue Economy of 3 experts with international experience

• Provide specialized technical advisory services in curriculum development, financial inclusion, or monitoring and evaluation.
• Collaborate with local stakeholders to design and deploy capacity-building initiatives in aquaculture.
• Support the development of viable, sustainable business models and market-driven interventions for local enterprises.
• Contribute to value chain analyses and identify strategic opportunities for post-production and processing.
• Monitor project progress, track performance indicators, and support learning frameworks across intervention sites.
• Engage with public institutions, private sector actors, and local communities to ensure inclusive participation.

Requirements

• Education: University degree (e.g., 'master's or German Diplom') in Economics or Finance, or related to M&E
• 5 years of professional experience in the sector of BE
• Specific experience: Expert 1 (5 years in Curriculum development and CBET in aquaculture), Expert 2 (5 years in Financial inclusion and business development within BE), Expert 3 (5 years in MEL/M&E)
• 5 years' experience in Sub-Saharan Africa outside Tanzania
• 2 years in Tanzania
• 5 years in development cooperation projects
• Languages: All experts with knowledge of English, C1 level

Desirable

• Previous experience working on GIZ or donor-funded sustainable development projects in East Africa.
• Familiarity with coastal marine value chains such as tilapia, seaweed, sea cucumber, and crab fattening.

An experienced international development professional with a strong background in the blue economy, offering specialized expertise in either aquaculture training curricula, financial inclusion, or project monitoring and evaluation.
