Aninver Development Partners SL is currently preparing a proposal for an upcoming sustainable development initiative in Tanzania, commissioned by GIZ. The overarching programme aims to foster sustainable blue businesses, economic growth, and job creation in coastal regions, focusing on inclusive value chain development, capacity building, technical and vocational education and training (TVET), and environmental sustainability within the fisheries and aquaculture sectors.

To support this initiative, we are seeking a pool of 3 national experts specializing in the blue economy, agriculture, rural development, and governance. These experts will provide high-level technical advisory services to drive aquaculture value chain development, enhance local skills, and support sustainable business models in coastal areas and islands within the country.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Provide expert technical advisory services to support aquaculture value chain development and sustainable blue businesses in coastal Tanzania.
• Conduct comprehensive value chain analyses for selected marine and coastal products, including tilapia, seaweed, sea cucumber, and crab fattening.
• Support institutional capacity building and upgrade training curricula based on Competency-Based Education and Training (CBET) principles.
• Facilitate infrastructure improvements and foster private sector engagement, financial inclusion, and sustainable business models.
• Enhance monitoring, evaluation, and learning systems across project interventions.

Scope of work

• Conduct detailed assessments of targeted aquaculture and fisheries value chains to identify bottlenecks, market opportunities, and upgrading strategies for post-production and processing.
• Design and upgrade training curricula following CBET approaches to strengthen TVET providers and local associations in the blue economy sector.
• Foster linkages between micro, small, and medium enterprises, producers, and financial service providers to support viable business models.
• Implement robust monitoring and evaluation frameworks to track project outputs, outcomes, and developmental impacts across all intervention sites.
• Engage closely with public institutions, private sector actors, business associations, and local communities along coastal and marine value chains.

Your role as Pool 2: Pool in Blue Economy of 3 experts with national experience

• Provide localized technical expertise across specialized domains, covering TVET and skills development in aquaculture, sea cucumber value chains and production systems, or seaweed production, value addition, and processing.
• Collaborate with stakeholders to implement market-driven interventions and capacity-building activities.
• Contribute to value chain assessments and the development of upgrading strategies for post-production and processing.
• Support the strengthening of institutional capacities among local TVET providers, business chambers, and associations.
• Facilitate private sector engagement and improve market linkages for local producers and MSMEs.
• Ensure alignment of project activities with local governance structures and regional development objectives.
• Participate in monitoring, evaluation, and learning activities to track project impacts across intervention sites.

Requirements

• Education: University degree (e.g., 'master's or German Diplom') in Economics, Marine Science, natural resource management, aquaculture, fisheries or related field
• 5 years of professional experience in the sector of BE
• Specific experience: Expert 1 (5 years in TVET and skills development in aquaculture), Expert 2 (5 years in Sea cucumber value chains and production systems), Expert 3 (5 years in Seaweed production, value addition and processing)
• 3 years of professional experience in Tanzania
• 5 years in development cooperation projects
• Languages: All experts knowledge of Swahili C1 level (6 out of 10 points) and English C1 level (4 out of 10 points)

Desirable

• Prior working experience with GIZ or other international development agencies in the region.
• Established networks with local public institutions, private sector actors, and business associations in coastal regions.

An experienced national professional with a strong background in aquaculture, marine sciences, or rural development, possessing deep local knowledge of Tanzania's blue economy and hands-on experience in development cooperation projects.
