Aninver Development Partners SL (www.aninver.com) is looking for a Pool in Blue Economy of 3 experts with international experience (Expert Pool 1) for a agriculture, rural development, governance consultancy assignment financed by GIZ in Tanzania.

Aninver Development Partners is preparing a proposal for a technical advisory initiative in Tanzania, commissioned by GIZ. The overarching program aims to foster sustainable blue businesses, economic growth, and job creation in coastal regions and Zanzibar by supporting marine and coastal value chains, including aquaculture and fisheries.

To support this initiative, we are seeking a pool of three international experts specializing in the blue economy, curriculum development and Competency-Based Education and Training (CBET) in aquaculture, financial inclusion, business development, and monitoring, evaluation, and learning (MEL). These experts will provide high-level technical advisory services to enhance inclusive value chain development and institutional capacities.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Provide high-quality technical advisory services to support aquaculture value chain development and sustainable blue businesses.
• Design and upgrade training curricula based on Competency-Based Education and Training (CBET) principles.
• Foster private sector engagement, financial inclusion, and sustainable business models for local micro, small, and medium enterprises (MSMEs).
• Enhance monitoring, evaluation, and learning (MEL) systems across all project interventions and coastal sites.

Scope of work

• Conduct detailed assessments and value chain analyses of targeted marine and coastal products such as tilapia, seaweed, sea cucumber, and crab fattening.
• Design and upgrade training curricula following CBET approaches for aquaculture and fisheries sectors.
• Strengthen institutional capacities of Technical and Vocational Education and Training (TVET) providers, business chambers, and local associations.
• Foster linkages between MSMEs, producers, and financial service providers to improve financial inclusion.
• Implement robust MEL frameworks to track project outputs, outcomes, and developmental impacts.

Your role as Pool in Blue Economy of 3 experts with international experience (Expert Pool 1)

• Lead specialized interventions within the blue economy framework, focusing on curriculum development, financial inclusion, or monitoring and evaluation.
• Collaborate with public institutions, private sector actors, business associations, and local communities along coastal value chains.
• Provide technical advisory support for post-production, processing, and market-driven interventions.
• Design and execute capacity-building programs and institutional strengthening activities.
• Facilitate the development of viable and sustainable business models for local producers and enterprises.
• Deploy robust monitoring and evaluation tools to measure project performance and ensure continuous learning.

Requirements

• University degree (master's degree or German Diplom) in Economics, Finance, Monitoring and Evaluation, or a related field relevant to the blue economy.
• Minimum of 5 years of professional experience in the sector of the blue economy.
• At least 5 years of professional experience in Sub-Saharan Africa outside Tanzania.
• At least 2 years of professional experience in Tanzania.
• Minimum of 5 years of experience in development cooperation projects.
• C1-level proficiency in English for all pool members.

Desirable

• Prior experience working on GIZ or European Union-funded projects in East Africa.
• Demonstrated expertise in practical value chain upgrading for aquaculture or fisheries.

An international development professional with a master's degree, at least 5 years of blue economy and development cooperation experience in Sub-Saharan Africa, and specific expertise in either aquaculture training, financial inclusion, or MEL.
