Aninver Development Partners SL (www.aninver.com) is looking for a Pool in Blue Economy of 3 experts with national experience (Expert Pool 2) for a agriculture, rural development, governance consultancy assignment financed by GIZ in Tanzania.

The selected professionals will contribute to inclusive value chain development, capacity building, technical and vocational education and training (TVET), and environmental sustainability within the fisheries and aquaculture sectors. Working in close cooperation with public institutions, private sector actors, and local communities, the pool of national experts will play a vital role in supporting sustainable business models and local market development.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Provide high-quality technical advisory services to support aquaculture value chain development and sustainable blue businesses in coastal regions and Zanzibar.
• Conduct comprehensive value chain analyses for selected marine and coastal products such as tilapia, seaweed, sea cucumber, and crab fattening.
• Support institutional capacity building and upgrade training curricula based on Competency-Based Education and Training (CBET) principles.
• Facilitate infrastructure improvements, private sector engagement, financial inclusion, and sustainable business models.
• Enhance monitoring, evaluation, and learning (MEL) systems across project interventions.

Scope of work

• Conduct detailed assessments of targeted aquaculture and fisheries value chains, identifying bottlenecks, market opportunities, and upgrading strategies for post-production and processing.
• Design and upgrade training curricula following CBET approaches to strengthen TVET providers, business chambers, and local associations.
• Foster linkages between micro, small, and medium enterprises (MSMEs), producers, and financial service providers to support viable, market-driven business models.
• Implement robust monitoring, evaluation, and learning frameworks to track project outputs, outcomes, and developmental impacts across all intervention sites.
• Engage closely with public institutions, private sector actors, business associations, and local communities along coastal and marine value chains.

Your role as Pool in Blue Economy of 3 experts with national experience (Expert Pool 2)

• Deliver specialized national expertise as part of the multidisciplinary pool focusing on TVET and skills development, sea cucumber value chains, or seaweed production and processing.
• Collaborate with international experts to implement capacity building and institutional strengthening initiatives.
• Provide localized technical guidance on aquaculture production systems, value addition, and post-harvest processing.
• Facilitate stakeholder engagement and build partnerships with local public institutions, private sector actors, and community associations.
• Contribute to value chain analyses, market assessments, and the formulation of upgrading strategies tailored to the national context.
• Support the integration of Competency-Based Education and Training (CBET) principles within local training providers.
• Participate in monitoring, evaluation, and learning activities to track the progress and impact of project interventions.

Requirements

• University degree (master's degree or German Diplom) in Economics, Marine Science, Natural Resource Management, Aquaculture, Fisheries, or a related field.
• C1-level proficiency in Swahili and working proficiency in English.
• Minimum of 5 years of professional experience in the sector of the blue economy.
• At least 3 years of professional experience in Tanzania.
• Minimum of 5 years of experience in development cooperation projects.

Desirable

• Specific expertise in TVET and skills development in aquaculture.
• Proven experience in sea cucumber value chains and production systems.
• Extensive background in seaweed production, value addition, and processing.
• Established networks with local public institutions, private sector actors, and coastal communities in Tanzania and Zanzibar.

An experienced national expert with a strong background in Tanzania's blue economy, holding a relevant master's degree and proven experience in development cooperation projects focused on aquaculture, value chains, or vocational training.
