Aninver Development Partners is seeking an experienced Project Manager for an upcoming institutional consultancy assignment funded by COMESA in the mining sector across multiple countries. The initiative aims to conduct a comprehensive mining sector baseline study, profile mineral resource endowments, analyze national policies and investment codes, and deliver targeted capacity-building programs to support sustainable, well-governed mineral resource management in the region.

The selected Project Manager will lead the overall implementation of the 12-month assignment, coordinating multidisciplinary teams and engaging directly with public and private stakeholders. The role demands deep expertise in international standards, mining sector regulation, contract drafting, and market operations to help member states transition from raw mineral exporters to value-addition economies in alignment with continental strategic frameworks.

Aninver is preparing a proposal for this assignment. The selected expert will be part of the proposed team; the engagement is conditional on the contract being awarded to Aninver. The full Terms of Reference for the position are shared with shortlisted candidates.

Objectives of the assignment

• Lead the successful execution of the mining sector baseline study and profiling across COMESA member states.
• Ensure alignment of all project activities with international standards, best practices, and regional mineral development strategies.
• Coordinate stakeholder engagement processes involving public authorities, private operators, and industry associations.
• Oversee the design and delivery of capacity-building programs for regional and national officials.
• Manage project deliverables, reporting timelines, and resource allocation across the 12-month duration.

Scope of work

• Establishing the baseline situation for the mining sector across prospection, exploration, operational phases, and mine closure.
• Analyzing national mining codes, policies, investment codes, and fiscal frameworks of COMESA member states.
• Assessing applicable regimes and contracts between large-scale mining operators and governments for transparency and risk-sharing.
• Enhancing upstream mining sector governance and contracting through capacity building on EITI principles and resource knowledge infrastructure.
• Developing normative models for determining equitable profit-sharing rates between mining operators and governments.
• Addressing artisanal and small-scale mining issues by developing regional standard contracts for mining cooperatives to ensure formalization and access to finance.

Your role as Project Manager

• Manage day-to-day project operations, ensuring timely delivery of high-quality outputs and reports.
• Coordinate multidisciplinary expert pools specializing in economics, geophysics, mining engineering, and fiscal policy.
• Organize and facilitate high-level stakeholder meetings, workshops, and consultations with public and private sector actors.
• Oversee the assessment of national resource potential data, institutional governance, and contract negotiating capacities.
• Guide the drafting of regional standards, normative economic models, and policy capacity-building modules.
• Serve as the primary liaison between the consulting firm, the COMESA Secretariat, and key institutional stakeholders.
• Ensure rigorous monitoring and evaluation of project milestones and deliverables throughout the 12-month timeline.

Requirements

• Education: Master’s degree on Economic Policy Management, or Mineral Resource Management, or Project Management
• At least 15 years of experience in working on international standards and best practice for the mining sector regulation, drafting contracts and market operation
• Experience in organizing meetings and interacting with public and private stakeholders
• Languages: Fluency in both written and spoken English and French

Desirable

• Prior experience managing large-scale regional development or institutional strengthening projects for international donors in Africa.
• Familiarity with COMESA regional integration frameworks, the Africa Mining Vision, and the Africa Green Minerals Strategy.

A seasoned Project Manager with over 15 years of experience in mining sector regulation and contract negotiation within international settings, possessing strong bilingual communication skills in English and French and a proven track record of stakeholder coordination.
